JAPS QUIT GUADALCANAL Russians Sudden Capture of Kursk Imperils All of German Line Below Moscow Large Scale British n Movements in Tunisia Reported by Vichy By ROGER GREENE Associated Press War Editor A sudden and spectacular Rus sian coup which netted the cap ture of Kursk one of the big six bastions ot the German de fense system imperiled the whole nazi line below Moscow Tuesday even as red army siege guns thundered destruction upon the axis citadel at RostovonDon Kursk which lies mid way between Moscow and Kos tov formed a major link in the German defense wall alone with Smolensk Bryansk Orel Kharkov and Rostov The city in the Black Earth re gion on the southern slope of the central Russian plateau had been in nazi hands since Nov 11 1941 four and n half months after the German invasion armies stormed into Russia Latest soviet dispatches said red army troops pushing up through Bataisk 10miles south of Rostov had moved their heavy artillery into range along the south bank of UP BILL TO CUT IOWA PAY LEVY Senate Passes Measure 47 to 0 Action May Be Completed This Week DES MOINES ma know by the end of the week wha state personal income taxes they will have to pay this year and next on their 1942 and 1943 earn ings The house voted Tuesday to take up as a special order of business a bill slicing in half the income taxes lowans will have to nay during 1943 and 1914 The bill was passed by the sen ate 47 to 0 after less than two day of debate If the house acts wit corresponding speed it is possibl the bill may reach the governo for his signature by the end of th The governor who asked for substantial reductions in income taxes when he took office is be lieved to be in accord with the provisions of the bill passed by the senate Working all afternoon for he first time this session the sen ate Monday voted A halve the income levy which annually has added approximately S 8000009 to the fund from which home stead tax credits and oldage pensions are paid The vote was 470 Under the terms of the senate approved bill taxpayers would be permitted to remit their state in come tax in two equal install ments as at present but in the event the net amount due after the 50 per cent deduction were less than S10 the whole amount would have to be paid in a lump The measure now goes to the house of representatives which Monday debated the question of local option for state liquor stores but took no decisive vote Three alternate proposals were voted down in the senate before the tax measure carried One of these would have elim inated entirely the state personal income taxes due this year and next Another the Lynes amend ment would have allowed prop erty owners credit on their prop erty tax equal to one half of their income tax payment in the next two years A Mental Patients House Votes End to Day Savings Time DES MOINES that daylight savings monly known as war wasted daylight instead of saving it particularly on farms the Iowa house Tuesday adopted a resolu tion asking congress to repeal the wartime statute The resolution declared that by repealing war time legislation and returning to the regular astro nomical time standards it would agriculture to operate with a greater degree of efficien The resolution introduced by the agriculture committee of the house declared that daylight sav ings time actually cut down in stead of increases the number in Pairs for Dangerous Persons EVANSVILLE I n d fire swept the Evans ville state hospital Tuesday kill ing a woman attendant and driv ing 1180 mental patients many them terrorstricken into the countryside Military police aided local au thorities and hospital employes in rounding up the patients Hours after he fire about 100 still were missing Some police said may have perished in one wing of the 50 year old brick and wooden structure One woman patient was found hanging from a bridge over the Ohioriver and svas pulled to safety and placed in a strait jacket Another woman bare foot and clad only in a slip was found pedalling furiously through Evansville streets on a stolen bi cycle Another stark naked was found crawling half a mile from the ruined hospital The body of Mrs Ida McClure supervisor of the linen making shop of the hospital was found in her charred second floor bedroom Some violence has been re ported Heneisen said and mili tary police are assisting invbring ing been evacuated from Guadalcanal island in the Solomons after a sixmonths battle against U S forces landed on the island in the first allied counteroffensive in the South seas It is officially
