Transport WASHINGTON MvThe United States Thursday publicly con fronted Russia with evidence that two Soviet jets shot down an unarmed transport plane last September in a war like attack possibly 17 American killed The evidence was a graplii tape recording of radio convei sationsbetween the two Sovic fighter pilots A transcript of this recording was attached to an eightpage summary issued by the Stale Department of its efforts to pry information about the inciden out of the Soviet Union THE C130 transport dis appeared Sept 2 on a flight along the TurkeyArmenia bor der Teh days later the Soviets reported it had crashed in Ar menia The bodies of six of the 17 Americans who were in the plane were returned to offi cials Under persistent inquir ies Sovietofficials insisted they were not responsible for the crash and that they knew noth ing about the 11 other Ameri cans The record of the Soviet air mens radio contact was filled with technical chitchat about altitudes and positions But use of the vending devices would cause a reduc tion in revenue for local govern ments The measure introduced measure Sen Guy Butler RRolfc and others would allow retail estab lishments to have cigarette vending machines if properly li censed ONE OF THE amendments to the bill introduced by Sen Jack Schroeder outlined certain requirements the retailer must follow in order such a machine on his premises The owner of such a machine would have to also be thc retail store operator and must properly enforce use of the machine to prevent minors from making cigarette purchases An amendment by
