weeks What is the super secret Gaither Report that it should have caused such a stir And what are some of its major top secret findings The Gaither Report is the lat est in a series of detailed looks al the power position of the United States as opposed to the Soviet Union About once a year these reports are prepared in greatest secrecy Usually their mere existence is known at most to some 300 people Some times the reports merely bear national security council num bers such as the monumental NSC 68 that started America rearming a year prior to Korea The secret knowledge that goes into such reports comes close to being overpowering To Push Highway Safety Iowas Poor Record Hit DBS MOINES MVState Safety Commissioner Russell Brown Thursday ordered what he called the toughest traffic law enforce ment campaign in the history of the state as a result of Iowas heavy Christmas holiday death toll After a conference with Gov Herschel Loveless Brown said the State Highway Patrol would put every available man includ ing all supervisory officers and drivers license examiners on the highways to concentrate on mov ing traffic violations over the New Years weekend Brown said the nine deaths in highway accidents over the Christmas holiday was the worst Christmas record since the safety department started keep ing record in 1941 Record Toll Iowa drivers gave themselves a Christmas present of the tough est traffic law enforcement cam paign in the history of the state as a result of the record death toll over the holiday Brown said He declared that tightening the enforcement nut down to the last thread is the only answer we can give to the kind of driving had over the holiday The years toll now stands at ahead of last years rec ord pace at this time Since Dec 1 there have been 71 secret findings of the Report are the following The Russians are presently stronger than the United States Unless drastic steps are taken they will continue to grow stronger than the United States In other words Time has gone over to their side No matter what we do between now and 1961 the Russians have the up per hand Some 500 submarines armed with atomic missiles are capa ble of destroying our coastal and industrial con centrations Some 20 Soviet midrange missile bases already in operation have neutralized the overseas bases of Ameri cas first line of defense the Strategic Air Command By rapidly exploiting new elec tronic discoveries the Russians have made the air defense of the Soviet Union more effective than Americas is By 1961 the Soviets will have enough inter continental ballistic missiles to make this weapon strategically What It Is and Says against enemy planes entering its airways disguised as com mercial aircraft These planes could wipe out major air bases in the U S without warning There is evidence to show the Russians have prepared special aircraft to exploit this weak ness This portion of the Gaither Reports findings has been sum marized by one intimately fa miliar with them as follows Between United nnw i this goes too far But none ques tions the commanding nature of the Soviet lead But the Gaither Report moved beyond the strategic military picture It dealt with the doc trine of limited war and found American strength in this area also sadly lacking the organiza tion of the defense department was also analyzed and found lacking Nowhere in the in the offices he said Brown said the patrol plans to concentrate on the whole state during the holiday period rather than on an specific areas and that patrolmen will be rougher when they spot moving violations than they possibly have been in the past Ike Leaves for Gettysburg Farm WASHINGTON UP Presi dent Eisenhower packed a heavy brief case and left for the soli tude of his Gettysburg farm Fri day for a week of rest and work on his Slate of the Union and budget messages to Congress The President and Mrs Eisen hower left by automobile early in the afternoon for their farm where they probably will remain until Jan 2 The President took a small staff with him to Gettysburg This will be augmented during the coming week by administra tion officials journeying to Gettys burg for conferences found the car used by thieves in their getaway Tuesday night following a series of breakins here and at Goodell which netted them A 1954 Cadillac was found abandoned in the Followill Mo tors Co parking lot in Kana wha A 1950 Mercury was stolen from the same lot It is presumed the thieves left their car and went on in the other The Cadillac bad three bullet holes in it Deputy Sheriff Craig Arnold had fired five shots at the fleeing car as it left Garner Tuesday night The Cadillac is registered to a Des Moines man Authorities there have been notified and are making an investigation Dallas Schools Case Reversed by Court NEW ORLEANS W The 5th United States Circuit Court of Apj peals Friday reversed a lower court ruling which had ordered Dallas Tex to integrate its schools at midterm The appellate court said Dallas school authorities should have more time to proceed with deseg regation Previously the Appeals Court here had ruled Dallas schools must integrate with all deliberate speed Federal Dis trict Judge William Atwell at Dallas then set the time at mid term which comes in February The report criticised US aid as always resulting in loss of inde pendence out of this Nova Scotia coal towns business section Fri day but Mayor Ralph Gilroy said Well carry on if only half the main street is left He said Springhill which lost 39 men in a mine disaster last systems to an operational status research and develop ment production facility expan sion and tooling procurement contract and military overhead to support missile testing and certain construction costs for research and development It does not include such as the cost of running operational sites like those for the Nike anti aircraft missile From the time the services be gan analyzing captured German missiles late in World War II and tudying development of their own weapons through June 30 194S he total missile program amount ed to about 70 million dollars During the 1947 fiscal year end ng June 30 1947 the outlay was 58 million dollars then started climbing to 81 millions in 1948 and to 98 millions in 1949 It reached 134 millions in fiscal 1950 ended about the time Communists attacked in Korea Little Evidence Although there is little evidence that the United States was aware at that time of Russias intensify ng interest in missiles the incep ion of the Korean War revealed Soviet technological capability in lew jet aircraft and along with other military spending increases he allocation for work on U S nissilcs jumped to 784 millions in iscal 1951 The figure rose to n 1952 and to ia 953 It dropped back a bit to 00000 in fiscal 1954 the first full iscal year of the Eisenhower ad ministration But the program outlay moved ip again to in the ended June 30 1955 climbed o the next year to 4284000000 in fiscal 1957 and o estimated for urrent year ;
