fidential atomic talks with Russia prepared to consider weapons as well as the Eisenhower plan for an international pool of atomic ma terials for peaceful purposes Russia agreeing conditionally to such talks in a note Monday criti cised the Presidents plan at length and announced its intention to in sist on a prohibition on atomic weapons something which the United States contends should only
