Committee Agrees to Send Measure to Senate W ASHINGTON Dec 18 senate for eign relations commit tee today voted 14 to 2 to re port the Kellogg multilateral peace treaty to the senate The Kellogg treaty Is expected to compete cruiser construction bill lor prior consideration on the Bent on rushing the treaty to the senate before It can take up tile naval bill Chairman Borah ot the foreign I relations committee polled the commit tee today on the question of approval 1 when only a few members had turned up to vote at a brief session The action preceded disclosure that President CooMse believes that the treaty hag sufficient support in the senate to gain ratification without any accompanying reservation on resolu tions He had reached that opinion al ter conferences with senate leaders and he has
