Arrested East Germans Claim Attlee Resigns as Labor Party Leader LONDON Attlee the mildmannered Socialist who directed creation of Britains welfare state resigned Wednesday as leader of the Labor Parly A threecornered fight for the top post in Ihe British opposition party appeared shaping up among Deputy Leader Herbert Morrison 7 49 yearold Hugh Gaitskell and Ancurin Sevan 58 fiery Welsh leader of the partys left wing Bcvan was given almost no chance however against Morrison or Gailskell both followers of Attlces moderate policies Morrisons age could count against him Characteristically the 72yearold Attlee almost tiptoed out of the party leadership he had held for 20 record in modern British politics He handed in his resignation at a closed meet ATTLEE ing of Labor members of Parliament which lasted less than half an hour His colleagues saluted him with for hes a jolly good Attlee was visibly moved His lips quivered Age and ill health were responsible for his retirement from the minority leadership in the House of Commons The man who served as Britains prime minister from 1945 to 1951 had found direction of the partys opposition to the Conservative government an increas ing burden in recent months Labors defeat in the general election in May may have speeded his decision Last summer he suffered a slight stroke He recovered but found himself more and more fatigued as he conducted the partys parlia mentary battles It was generally assumed Atllee would accept an earldom and move up to the House of Lords He may become leader of the party in that more leisurely chamber Estes to Delay Campaign Plans But Wont Undertake Same Grind Nixon Also Faces Problem WASHINGTON Sen Estes Kefauver DTenn Wednesday said he may delay until January his announcement whether he will seek the Democratic nomination for president He said previously he would decide this month If he runs Kefauver made it dear he will not undertake the same sort of primary grind as in 1952 That helped him roll up 340 votes to top the list of aspirants on the first ballot at the 1352 con vention I have a great deal of Senate work to do and t will not have time to campaign in a great many primaries if I do make the Kefauver said i Minnesota Primary However he said that if he runs he may enter the March 20 Minne I sola primary Adlai Stevenson the only announced candidate to date 4 already has accepted an invitation from the Minnesota Democratic FarmerLabor Party organization to enter that contest I any having some friends of mine make a survey Ke J fauyer said When 1 get their re porl 1 will know the t Thc Minnesota party organiza tion has endorsed Stevenson large Jy through efforts of Sen Humph rey Kefauver said the May 29 Flor ida and June 5 California primar ies which Stevenson may enter would be given consideration he decides to run Kefauvers indicated change in strategy was regarded as reflect ing a belief on his part that it is more important to win a few cru cial primary tests than it is to roll lip early ballot votes as he did in 952 Nixons Version Another version of this problem spparently is faced by Vice Presi dent Nixon if President Eisen hower doesnt run again Nixons friends are reported di vided on the question of whether he could run almost wholly on a possible endorsement from Eiscn h o w e r or whether it would be necessary for him to go to the California primary in an attempt to win home base backing in next years GOP convention Sen Knowland of California the minority leader has made it clear that if Eisenhower isnt in the race Knowlands name will go on the California ballot Gov Goodwin T Knight has said he wants the favorite son designation Nixon had only a no comment Tuesday for published Wallis had left he insisted were snapshots he had made of some of his heifers so that he could have them regis tered There had been a mixup all right Closer inspection of the snapshots disclosed lhat 15 favorite between Nov 17 27 in theater lobbies The awards are not a true trial run for the Oscars because Ihe Academy deadline is Dec 30 Auto Truck Destroyed by Crash Fire passenger car and a truck were completely destroyed by fire after a freak accident Tues day near Crcsco Fred Paalancn 42 an Ironwood evangelist was driving alone in his car when it skidded on a patch of ice on Highway 9 just west of Crcsco It struck a passing truck near the auxiliary gas tank which exploded and set fire to both vehicles The truck was driven by Norbcrl Van Dcr Ihulen 33 Lime Springs Paalanen was taken to Mercy Hos pital at Crcsco with severe bruises and head cuts He was reported in fair condition Van Der Haden suf fered minor burns but was released after treatment Thc ruck was WJth jbut none were seriously burned or injured Most of the animals were herded into a ditch before the flames reached the box Not Sure If Fixed Speed Law Needed Governors Day Group Briefed By ROBERTHOGAN DES MOINES commissioner of public safely is not convinced that the state needs a speed law with definite fixed speed limits for motorists Commissioner Clinton Moyer told Ihe governors committee for traffic safety this week tha I believe in our present law anc am not yet convinced that Iowa needs a fixed speed reported to the commit tee his ideas and program for speed enforcement and reviewec his reasons for instructing the highway patrol to arrest motorists driving in excess of 65 miles an hour at night Right to Know He said the patrol has a right to know whether the present law is enforceable and will be upheld in court and that the lest is also seing sought to facilitate planning for an allout slalewide safety pro now being blueprinted I dont say we are right in this Moyer declared but as i practicing attorney for 16 years t appears that chances for suc cess in this test are He admitted however lhat the Iowa supreme court might take i minority view but in that event ointed out that the public would le fully aware of the situation He ndicaled the public would then be n better position to seek fixed speed limits He predicted a test case of the present speed law wouldnt get to he supreme courl before next March We must either lose a speed case in district court a court of record and then appeal to the su preme court of Iowa or win in district court with the defendant appealing to the supreme he declared it Publicizes Tax Form The Tax Administrators News a national publication this week went into considerable detail in ex plaining Iowas new simplified in come tax forms In launching its new program this year Iowa be comes the first stale lo define and collect taxable income by direct reference to the federal internal revenue code v Specifically taxable income tinder Iowas law is now defined as the taxjible income without a deduction for1 persona exemp tion as computed for federal in come tax purposes under the in ternal revenue code but with cer tain specified new Soviet granted sovereignty announced Wednesday they have arrested two American soldiers The two were not identified and the U S Army could not immedi ately confirm the announcement broadcast by Local 28G AFLUAW and from Anthony Do international financial secrc ary of the union Greene Youth Dies in Crash Near Osage OSAGE A 23yearold Greene man was killed and a companion injured Tuesday night Is Victim of Accident McGREGOR Mueller 61 a farmer near here died late Tuesday of injuries suffered in an auto accident Nov 10 He was injured when his car and an automobile driven by Dean Meyer of
