Full Wlici VOL IDS No 253 Klansmen convicted i Pholofax BLACKED OUT Sections of two states and Mexico shaded area were blacked out Thursday night by a power failure traced to trouble in the ElPaso Electric Cos Newman Plant near El Paso Texas Power failure hits Southwest EL PASO Tex power failure that momen tarily blacked out four key military bases and plunged a million persons into darkness in New Mexico Texas and Mexico has brought a federal investigation on or ders of President Johnson The power failure triggered in El Paso was a smallscale version of the blackout that left 30 million persons in the Northeast ern United States and Can ada without power for up to 13 hours Nov 9 All four military bates report ed they switched almost imme diately to auxiliary power But many civilian population areas were power for more than two hours Authorities of El Paso Elec tricCo said the trouble was traced to failure of a device which regulated flow of natural gas to the two units of the interpreted as possibly in dicative that the Soviets were interested But Friday Stewart told a Moscow news conference that the Soviet viewpoint on Viet Nam does not at present seem to open a door toward settlement Asked if Soviet Foreign Minis ter Andrei A Gromyko reacted sympathetically to the sugges tion Stewart said No I dont think he did He simply insisted that the Soviet Union has no authority to negotiate There was no immediate US reaction to the latest Stewart statement The earlier glimmer of hope for peace talks followed by scant hours Johnsons own first significant defense attorney and probation officers The maximum penalty un der an 1877 law for each de fendant is JO years in prison and a fine One of the defendants Collie Leroy Wil kins Jr was acquitted earlier this year in a state court of Mrs Liuzzos murder Earlier Friday the jury re ported it was hoplessly dead locked but Judge Johnson order ed it to keep trying for a ver dict Wilkins 22 of Failfield Ala and the other two defendants Eugene Thomas 42 and Wil liam Orville Eaton 41 both of Bessemer Ala filed notice of appeal immediately through their attorney former Birming ham Mayor Arthur J Hanes None of the Klansmen showed any emotion as the three sepa rate verdicts were read by the court clerk Young Wilkins a stocky crew cut unemployed me chanic rested his hands on a table while the verdict was read He had sat through two murder trials in neighboring Lowndes ended in a jury disagreement the other in an acquittal The three men were charged with conspiracy to violate the civil rights of Mrs
