pinned high hopes on a dramatic American offer to guarantee the boundaries of Israel and rival Arab states if they can work out a per manent peace settlement The offer was made by Secretary of State Dulles Friday in a speech before the Council on Foreign Re lations in New York Stressing that the United States was acting as a friend of both Israelis and Dulles said he made the proposals with the authority of President The move constituted an unpre cedented American bid to settle the longstanding IsraelArab conflict once and for all It was backed by other offers of U S help which could run into many millions of dollars Councils The proposals it was learned were worked out in the State De partment passed on by the Na tional Security Council and per fected in conferences with Eisen hower when the President was in Washington briefly this week The timing of tie announcement apparently was influenced by re ports over several months that Russia is trying to extend its in fluence in the strategic oilrich Middle East with offers of econom ic assistance and military equip ment The Soviet policy appears to be aimed at trying to develop some kind of neutral bloc in the region The aim of the United States Brit ain and France has been to create a Middle East defensive system al lied with the West The great difficulty standing In the way of the Western goal has been continuing hostility Pendleton RStorm Lake goes the distinction of being the irst person to announce his can didacy for a statewide office in the 1956 Iowa elections Pendleton 34 and an attorney who has served three terms in the towa House of Representatives said earlier this week he would seek the office of lieutenant gov ernor which fellow Republican Leo Elthon Fertile is vacating Now that his hat is in the ring other candidacies are expected to DC when the lawmakers and state officials gath er as guests of the State Fair Board at State Day at the fair next Wednesday Other Possibilities Although the 1956 primary is the larger part of a year away the opening left by Elthon probably will be attractive to several other Republicans Mentioned as possi bilities are Sen X T Prentis Mount Ayr Sen Duane Dewel Al gona and Rep Ernest Kosek Ce dar Rapids Elthon himself stfll is the center of speculation whether he wil challenge Gov Leo Hoegh for the GOP nomination for governor Its a certainty that Elthon will
