WASHINGTON A new assessment of how the Communists view the war in Viet Nam congressional battles over foreign aid and im migration and a White House white paper on Viet Nam top the Washington headlines Tues day USViel Nam Secretary of State Dean Husk says it is his impression that the Com mumst world does not want a general war ovei Southeast Asia As a result Rusk said on a CBS television piogram Monday night Red China is talking tough about Viet Nam but is taking care not to get into the war He noted that there is a certain caution and prudence in their action more so than in their words foreign aid Sen J W Fulbright chaii man of the Senate Foreign Relations Commit tee has made what he termed a reluctant plea for passage of the foreign aid au thorization Fulbright told the Senate Monday of the re sults of a SenateHouse conference in which two key Senate amendments were dropped They would have provided a twoyear authoriza tion instead of the oneyear program and initiat ed a congressional investigation of the entire aid program Sen Wayne Morse DOre a leading op ponent denounced the conference report as a capitulation to the House and the adminis tration Final action on the measure was scheduled later Tuesday Immigration House Republicans launched a drive Tuesday to restrict immigration to the United States from Western Hemisphere na tions including Canada and Mexico Rep Clark MacGregor RMinn with the support of the House GOP leadership planned to offer an amendment to limit hemisphere im migration to 115000 a year It was 139000 last year 147000 the year before This is expected to be the major battle as the House considers the administrationbacked proposal to overhaul immigration laws A final vote on the measure is expected Wednesdays Viet Nam white The White House has beaten Republicans tothe punch in the battle of the Viet Nam white papers It issued Monday night a 27page pamphlet entitled Why Viet Nam which contains pa pera letters and other documents explaining the US commitment to help the Southeast Asian nation House Republican leaders were still putting staples into their white paper It is called Viet Nam Some Neglected Aspects of the brary were announced Tuesday by the Library Board The li brary building will be extended westward to Pennsylvania Ave The purpose of the addition is to house work done here through the Iowa State Traveling Li brary This involves providing space for area extension pro gram rotating book collections special interlibrary loans and other service work for 39 li braries in 13 North Iowa coun ties Preliminary planning has been done and it is hoped thai some work can be started this year with completion sometime next year Money for the project is as sured There is in city tax money approved by the City Council in next years library budget in a grant from the KinneyLindstrom Founda tion and the final in matching Federal Library Con struction Act funds An additional in federal funds also is coming for equip ment bringing the total project to an estimated Ray Smith Mason City librar ian pointed put that the Iowa State Traveling Library pays the Mason City Public Library a year rent for state of fice and area extension space utilities and services in what now are extremely cramped quarters All available space is being used in the present extension bookmobile department area and the operation spills over into the librarys receiving room Processing cataloging and packaging work in the state pro gram is done largely in aisles The proposed addition will al low a much better chance for efficient work by the states area service personnel Rent will continue to come to the local library Although the need of a library addition at this time is for the state program the construction will be a real part of the local library and in city ownership The announcement of plans become possible this week with final arrangements completed for real estate purchase What is known as the Jor be in iuded in a bill which would make major changes in US mmigration policy The House akes up the measure Tuesday with a final vote expected Wednesday The bill a key administration measure would wipe out the 41 earold national origins quota ystem that now applies to na ions outside the Western Hemi phere It bases immigration on ne national origins of the US population in 1920 Under it Western Europe gets most of the 158161 visas author ized with the other quota na tions severely limited The large quota countries rarely use all their numbers while the low quota countries have long wait ing lists for visas The bill which had strong bipartisan backing in the Judici ary Committee would replace the quota system with an over allceiling of 170000 under which the present quota coun tries would be treated equally Each would be allowed a maxi mum of 20000 visas a year to be granted on a preference ba sis favoring close relatives of US citizens While they go along with scrapping the quota system most House Republicans say a consistent immigration policy requires a ceiling on Western Hemisphere immigration too Rep Clark MacGregor R Minn has the solid backing of GOP leaders for an amendment that would limit hemisphere immigration to 115000 a year It totaled 139000 last year and 147000 the year before Rep Michael A Fcighan D Ohio chairman of the Immigra tion subcommittee also favors a ceiling but deferred to the State Department and kept it out of the bill Secretary of State Dean Rusk made a strong stand before the subcommittee against such action saying it damages
