ago By VICENTE MALIWANAG BATAAN Philippines On this beanshaped peninsula 20 years ago outnumbered Filipino and American troops surrendered to the Japanese forces after one of the bloodiest battles of the Pacific war Although it was a day of de feat the gallant stand by the Allied defenders against the Japanese invaders made Bataan one of the most famous battle grounds of World War II and a monument to the bravefighting men who gave their lives bat tling against superior forces Across Manila Bay from Bataan is Corregidor a rocky fortress that also stood and fell before the Japanese The Allied defense of Bataan and Corregidor upset Japans timetable for conquest of Asia and enabled Gen Douglas Mac Arthur to regroup his forces in Australia and eventually strike back at the Japanese Today 4a million oLL re finery sitsin one of the towns of Bataan a jetage symbol on the ground where thousands died under the crack of riflefire and cannon bursts Bataan relics steel helmets boot nails and hitman bones were dug up by bull dozers which cut the grgund for the refinery put up by the ESSO Standard Philippine Co last year The Bataan story did not end with the surrendei of 35000 American and Filipino troops on April 9 1942 From the battleground the Japanese herded the prisoners on the long march to detention camps in Capas Tarlac Prov ince about 90 miles to the north The trek was to go down in history as the infamous death march for the exhausted diseased and defeated men of Bataan Julio Carrio United Press In ternational staff member who helped cover the Bataan battle and who himself was captured by the Japanese recounted 20 years later We were told to march in six columns At every turn of the eye was a Japanese soldier with his bayonet drawn up menacingly and zealously guard ingus It was horrible We marched day and night without food without water We would rest only when the Japanese changed guards in the towns along the route Every six or seven steps a prisoner would stumble face first to the ground either too sick too exhausted or too hungry and thirsty to continue walking We would leave them crumpled on the ground The Japanese guards would kick and bayonet the men who stumbled They did the same for those who attempted to help their companions to their feet Carrio was among the few who escaped before reaching the Capas prison camps On the id States and Britain gave the Soviet Union an apparently final warning Tuesday that unless there is agreement on an enforceable nuclear test ban the new US test leries scheduled to start late this month will have to go forward In a joint statement released at he White House the two govern ments called on the Soviets to re consider their position on the in spection issue and to accept the principle of international verifica tion If they will do this the state ment said there is still time to reach agreement The declaration then continued But if there is no change in the present Soviet position the gov ernments of United States and the United Kingdom must conclude that their efforts to obtain a work able treaty to ban nuclear tests are not now successful and the test series scheduled for the latter part of this month will have to go forward f and British Prime Minister Harold Macmillan chose the joint statement tech nique for stating their position in preference to forwarding another direct appeal to Soviet Premier Khrushchev Some US officials said the time is considered too late for the personal communica tion method The statement was not present ed as a KennedyMacmillan dec laration but as one from the two governments The 600word statement re viewed the latest found of US British negotiations with Russia on a treaty to ban further testing of nuclear weapons The negotiations began at Gene va a month ago when Secretary of State Dean Rusk met Soviet For eign Minister Andrei A Gromyko the opening of the 17nation disarmament conference A few days before the confer ence opened Kennedy had an nounced that unless a dependable san on testing could be negotiated before late April the United States would begin conducting tests in he atmosphere over the central Pacific Tuesdays declaration said that well as other Soviet consistently rejected theprinciple of international in spection as a means for policing a test ban In the view of the West ern powers a treaty without ade quate verification to guarantee against cheating would be unde pendable Therefore the state mentargued the whole issue turns on Russias rejection of the principle of objective international verification The declaration obviously was designed to place upon the Soviet government the responsibility for the resumption of the nuclear arms development race Plenty of evenue collections were off about 21 million fromearlier estimates uring the first nine months of le present fiscal year Stata omptroller Marvin Selden Jr aid Tuesday Selden put some of the blame n a December blizzard which it most of the state while the lopping season was in full swing owever he expects a resurge uring the spring quarter Receipts collected from the tates nine special taxes from he state Liquor Control Commis ion and other sources amounted in the ninemonth reriod ended last March 31 Selden said this was about million ahead of the same period he previous year but was off million from an estimate of 96241 that the comptrollers of ce had predicted last July 1 Selden said if the present trend ontinued the state would end up ith a treasury surplus of about 15 million instead of the mil on previously expected Use tax and corporation income axes were under collections of he ninemonth period in the pre ious fiscal year But several other sources of rev nue failed to yield the expected mounts These include the beer ax chain store tax cigarette tax quipment car tax insurance pre mium tax sales tax and liquor commission receipts But individual income tax re ceipts which totalled million for the tunemonth period up more than million thesame period the previous year and about ahead of the estimates Use tax receipts Selden said were under collections of the same period in the previous fiscal year But the comptroller said this was because quite a few use tax cases involving mostly railroads were still pending He aid these cases could bring the tate up to an additional million lollars in revenue Sales tax about million from the previous fiscal ear were about million un er the comptrollers estimate Selden had estimated prior to he meeting of the 1961
