Escobar rebel generalissimo today was on his way to the mountains in western Chihuahua with 6000 well equipped troops Before his departure from here yesterday on a threesection train the provisional president said tho revolutionists would make a stand in Chihuahua or Sonora depending upon circumstances and then put into force a rigid censorship to pro tect the movement of rebel forces The for Paving Work Total of 58 Miles Will Be Hard Surfaced by 1930 AMES April 9 strong ly opposed in the rural communities Story county yesterday voted 5062 to 3166 in favor of the authorizing bonds forpaving its principal highways The urban vote more than offset the vote cast in the rural sections with Ames where nearly half of the votes were cast almost unani mously favoring the issue I The vote here was 3248 for and 107 against Wins at Nevada At Nevada 882 yes ballots were cast while 98 were marked no Colo voted 131 to 60 for the Issue Story City voters opposed the bonds 265 to 84 In Combination Prohibited by Law Matter Must Go to Congress WASHINGTON April 9 Administration officials have reach ed the opinion that the proposed union of the Radio Corporation of American Communications Inc with the International Telephone and Telegraph company is prohi bited by the last radio law and is a matter that must go to congress The proposed merger was an nounced several ago altho the Davis radio law specifically pro hibits any combination of wire and radio companies It was said the time that it was not felt by officials of the two companies that the outright pur chase of 38 T010 Authorizes Bonds o to Pay for Cost By I O KAKTACK Associated Press Staff Writer DES MOINES April 9 Iowa senate today passed Gover nor HammuTs road bill by a vote of 38 to 10 The measure in the form of R house resolution would writs into the state constitution a six year pri mary road expansion program and a bonding plan of not to exceed 5100000000 to pay for it The resolution adopted by tha house of representatives March 28 by a vote of 62 to 45 must ba passed by another general assembly and then adopted by a vote of the people Special provision is made la the resolution that the primary bond program can be financed from funds now accruing to the primary road fund notwithstanding the provision ia article 7 of the constitution limiting retirement of state debt to uuds derived from direct taxation It was on this point that the pre vious program was declared Invalid by the supreme court Only One of Fugitive Four Still Missing Within Twenty Years Bonds authorized could not ex ceed and could not run longer than 20 years and would which may be added for the pur pose The contemplated pavtngr program hi embodied in the new article and follows closely the layout in the pre vious measure It specifies more than 3000 miles of primary roads to be hard sur faced in the six year program As in the invalidated plan the resolution would authorize first thn retirement of all outstanding county road bonds used in paving state pri maries and in this respect is retrr active as the six year program takes effect this year Use of county bond issues plus current primary revenues
