states tax Structure from sept 1 to sept 15 several months ago committee members tentatively pegged sept 1 As the Date it would finish its Job latest estimate As of the committee meeting earlier this week sets the report Date As sept 15 this appears to make it virtually certain that a special session of the legislature to take up the committees recommend t i o n s will not be convened before the nov 6 general election special session gov Leo Hoegh said months ago and has repeated since that he will Call the special session soon after the committee reports Only the governor can Call a Spe Cial session a 30day Advance notice must be Given the governor had indicated that the convening of the special ses Sion probably would not be until after the general election even though at that time the re port was expected on sept 1 the workload rather than the election is the reason for the de Lay in the report Date however of the eight legislators on the committee five Are up for return to the legislature two Are hold o v e r senators and one is dropping out of the legislature the other two of the 12 members of the committee Are not Legisla tors members of the legislature some state officials and others have observed that it would be better for members of the 1955 session to handle the committee report than to put it Over to the 1957 session tax matters that is because the 1955 session spent considerable time discuss ing tax matters the members be came pretty familiar with the present setup and various proposals were made for changes thus it be new to the present members to go into the committees proposals in a special session one of the results of the 1955 discussions was the creation of the study committee it began its work about a year ago dozens of proposals have been made to the committee by organizations groups and individuals this week the proposals were summarized there were 18 for increasing annual state Revenue by about 75 to 80 million dollars there were 12 for increasing an Nual Revenue at the local level by about 32 million dollars there were five for decreasing annual state Revenue by about 52 million dollars and there were three for decreasing annual Revenue at the local level by about million dollars the committee has spent much of its time on state Aid to Public schools school financing property taxes property tax exemptions
