RICHARD SPONG GlobeGazette Editorial Research Bureau WASHINGTON Seventy Democrats and one Republican and the Republican has as good a chance as any of the others Thats one way to sum up the special election Tuesday for the United States Senate in Texas which has recruited 71 candi dates and has a number of other ways of being unique It started out rather specially Texas law provides that the governor can appoint a succes for only to a duly sworn senator So Vice President elect Lyndon B Johnson took the oath on Jan 3 and then re signed three minutes later to allow Gov Price Daniels de signec William A Cowboy Bill him Blakley D to succeed NOW BLAKLEY is running for legitimate election to the of fice in a race that has so many entries its harder than usual to handicap The previous record number of candidates was the 29 who contested for the Senate seat eventually won in 1941 by W Lee Pass the Pappy ODaniel Biscuits Numbers alone are not enough to enchant the hardy Texas voler districts after Jan 11963 won a narrow victory in the Iowa Sen ate Tuesday The bill passed on a 2722 vote provides that after July 1 1963 whenever any county has all its area included in a 12 grade district the county school board of educa tion and county superintendent will be eliminated The bill provides that the new single county districts will be autonomous subject to policies determined by the State Board of Public Instruction AS AMENDED the bill pro vides that the new districts could join with each other in providing certain special serv ices and programs The measure sponsored by the Senate Schools Committee survived a series of proposed amendments efforts to send it back to committee and consider able sharp criticism before its passage The battle over the bill is not yet finished Sen Andrew G Frommelt DDubuque changed his vote of No to Aye mo ments before the crucial bal lot was announced and said he would file a motion to recon sider the Senates action Sen Robert R Rigler RNew Hampton led the fight for the bill saying that county school districts are obsolete and ar chaic Rigler said county superin tendents were opposed to the bill because their jobs are at stake IF WE DONT eliminate these districts now Rigler said then by 1963 the county superintendents will have added so many new functions it will be hopeless Debate on the measure lasted more than two hours During
