New disease centers 10. New Orleans, La.. Sept. the new cases yesterday Is Father Hoes, of St. Ana's Church, whose par- ish has had considerable infection, and who labored among his people from the beginning. Assistant Surgeon W. C. Rocker, of the Marine Hospital Service, is down with a slight fever, but nis case has not yet beea diagnos- ed as yellow fever. The country infection is still a source of anxiety, because now that the city is cleared of infection, there is danger of reinfection from the country, despite all the precautions, which have been tdken. Strong measures are be- ing adopted wherever there is evidence of toe slightest laxity in the situation to any country community. R. Russ, of the State Department and John Sullivan of the Postofflce De- partment arrived today. They are ex- pert engrossing clerks gf the govern- ment and have been ordered here by Secretary Pierce upon the request of the envoys that the work of engross- ing the final text of the treaty upon parchment, may be done under direc- tion of the State Department. This work requires two or three days. The desire of the envoys to permit of no delay in signing the treaty was made manifest at late hour last night The respective councillors came to a decided hitch over the article in.rela- tion to Saghalien. The particular point was fortifications. The draft of the protocol of the morning in which it was agreed to divide Saghalien pro- hibited Japan to fortify. The Russians contended this by-inference gave their government the right to erect fortifi- cations. Two days were unable to bring about an agreement, and as the easiest way out of the dif- ficulty the envoys of the Micado and the Czar arranged an informal meeting at 10 o'clock last night in M. Witte's rooms. After a thorough discussion, the Russian envoys receded from tho position taken by their councillors and it was agreed that neither government should be, permitted to erect fortifica- tions upon Saghalien. The envoys also discussed article of treaty relating to the evacuation of Manchuria. The date will be later agreed to by which each army most be withdrawn, but the details will he left to the commanders in the field. M. Witte has accepted an invitation from the Metropolitan Cflub, of New York, to be Its guest at a banquet, dur- ing his stay in tfiat city. Shaw provides in his will as follows: To Mrs. Bessie Hotult wife of Ernest Roberts, is left la trust and absolutely, together with the house and lot at 2460 Entaw place occupied by the deceased, and all the furnishings of the same, as well as hie horses, carriages and personal effects, etc., the value of the house aad furnishings being estimated at about Mrs. Roberts is the daugh- ter of Mr. Cornelius M. Hoult. Her mother and the late Major Alexander Shaw's wife were sisters. For several years past the late John K. Shaw had made his home with Mr. and Mrs. Hoult. The trust expires upon the death of' Mrs. Roberts, who !s given the power to dispose of the money by will as she sees fit. To Cornelius M. Hoult is left the sum of absolutely, together with 350 shares of stock of the "Century Coal Company. To John K.'Shaw, Jr., the nephew, is left, in addition to his interest as resid- uary legatee, the sura of abso- lutely and 350 shares of stock of the Century Coal Company. Another is left to the trust company, the proceeds to go to Mary R. Shaw. At her death it is to go to her descendants, but in case she dies without children her share is to be equally dlvided-among John K. Shaw, Charles N. Shaw and Nellie S.
