State treasurer Herriott has Al i ways differed Jib the other members the Council regarding the assessing railroads. Or. Harriott each year has presented for making this assessment and worked for its adoption having failed to secure this he submitted what he his annual protest asking that it made a part the a i i 111.u1u. The writer has heretofore looted with favor upon Harriott s course but upon Reading his statement and the reply to it the other members the Council his Faith in . Harriott s plans is very much weakened. With the personalities which com pose so Large a part the treasurer s statement the Public is in Nowise interested but with the facts and figures it has much to do . Harriott s plan to tas railroads according to their earn Ings their net earnings is radically different trom the one which they Luve taxed heretofore. The majority the Council declined n adopt . Harriott a measures believing his plans to too Radical an innovation . Eler Riott makes two principal which deserve attention one is that the railroads in general is not sufficiently High and the other that certain railroads especially the Northwestern have been particularly favored in assessments space does not permit us to give figures to any greater tent but in answer to these two charges the other members the executive Council give tables showing the per cent the state taxes whish railroads and live Stock have paid respectively since 1882, and from it the following facts Are taken. In Issi the railroads paid in round numbers Sis per cent the state taxes the live Stock the state i l per cent. In 1s90 he railroads paid s per cent the live Stock 10 per cent. These statistics indicate that Railroad assess ments have been constantly going up.
