Steffen, eofttained the f o l l o w intr reeommendat ions: 1.- That the use of one man cars inaugurated with the consent of the common council on the West Main W innebago line be extended in the manner indicated in the report to all the other lines of the system; that the car to be used should be the improved type of one man car heretofore referred to in this report 2.-That the indebtedness now owing the city by the street railway company be paid in ten annual in stallments, all deferred paym ents to draw 6 * interest; that in the future the paving in the railway zone be done by the city and that the street railway company pay therefore in ten equal annual installments, defer� red payments to draw interest at the rate of 6' , . In concluding this report we might add that while the committee has been in session there has been con siderable discussion by the press and otherwise as to the advisability and desirability of subm itting the ques tion of municipal ownership to a vote of the people At the beginning of our Committee m eetings there was more or less doubt as to whether your honorable body desired from us any expression or recommendation touching that particular question, but we now feel that any such doubts were entirely set at rest by the Council recently referring a resolution on that specific subject to the judiciary committee and while our committee was still in session, for its consideration and recom mendation, which committee has not yet reported, and we. therefore, refrain from any expression of opm ion on thet phase of the street railw ay situation Following lire highlights in lh** m inority report o f th** investigation committee signed only bv Alderman Marcus John s o n : * * The facts before the Committee, and it is with facts we should deal, show that the one-man car in the city of Madison has been anything but satisfac� tory. W hat service a different type of one man car may be able to render is more or less speculative and whether or not it w ill be satisfactory only the future can tell. * * * The investigating committee now reports in favor of the use on all the lines of the one man cars with no agreem ent whatever on the part of the street railw ay company to reduce fares The Madison Railways company now owes the city of Madison as a debt for paving $36,607.92 There is no reason w hy this debt should not be paid at once. If the City had such a debt against an mdivid ual tax payer it would be prom ptly enforced and no special advantages or privileges should be given a street car company not granted to any individual citi zen of Madison. If the president of the street railway company were to write the report to the common council he could not have made it more favorable to the railway coni pany than the report made by the m ajority of the in ve8tigating committee. * * * A law passed at the last session of the Wisconsin legislature makes it possible for a city to acquire a util lty for municipal purposes, by bonding the utility itself, not the city, thereby avoiding the expenditure of a single dollar by the taxpayers of Madison The street car question should be subm itted to the public so that the people may know whether there is to be a continuation of poor street car service * * ' or an improvement of service as must come under efficient municipal ownership. * * * CANDIDATES!!E A C H E R S T R R A p i d s a n d booms WILL ENDORSE ACT D E M A N D 12 . . . .
