Lowell Sun (Newspaper) - January 13, 1972, Lowell, Massachusetts The Sun Lowell mass. In 1878 january 13, i972, volume 94, no. 10 the Economy in 72 the National Economy in trouble for More than two years since deep cuts were made in the budgets for defense and space exploration is beginning to show signs of resurgence. Mild though these indicators May be at the present time there is some reason to Hope that there will be steady improvement As 1972 wears along. Hopefully if this Silver lining be comes More visible there will be a Brush off Here in Massachusetts where unemployment runs High and investment Capi Tal is cautiously tight. The decline of the state s Economy provides a grim Challenge to our state and Federal officials. In his state of the state address to the joint session of the legislature governor Sargent indicated that he had finally become aware of the obvious and will now direct the executive department s Talent and Energy toward rebuilding a Strong and vigorous Economy. Naturally such a commitment is to be commended yet we wonder what magic formula the governor May have in mind that can produce the Panacea. Or in other words if there is a productive method of stimulating a restoration Why was it not tried in the past three years when the Economy was in its primary fade away stage a dozen years ago Massachusetts was in third place As the most industrialized state in the Union. In 1967 it had dropped to eighth place and three years later it had sagged to 14th place. The economic history of the state in this Century has shown a series of and Downs with the most significant fac Tor being its ability to recover from some of its most depressing periods. Once again this resurgence May take place but it cannot actually materialize without the concentrated support of Federal state and local governments together with maximum co operation from both labor and Industry. The year 1972 May not be a Boom time for Massachusetts yet there Are trends that Point to substantial improve ment. Short memories presidential aspirants and other political candidates have been calculating How Many dollars they will need to make their names household words. Some have already spent a lot of Money toward that goal. They should be interested therefore in a Survey made in Chicago on the question of name familiarity. A Chicago Public opinion firm Sam pled the Windy City s knowledge of the names of the three Apollo 15 astronauts. The questions were asked just four weeks after the Apollo 15 spacecraft s splash Down following an adventure extending Over 13 26 to aug. Of which was covered thoroughly in news papers magazines television and radio. The three principals got More space and time than any but the most important political figures could afford. The result Only 1.6 per cent of the people questioned could recite All three names. Only 19.2 per cent could name one or More of the three even when Only the last names were required. In Short More than four out of every five had forgotten All three names that had wide currency just a month be fore. Give up the astronauts were Alfred Worden James Irwin and David Scott. None of them will probably Ever do much in politics at that level of name familiar least not in Chicago. Cit Hall commanding presence indications Are that you re on the Jack Anderson real Hughes a bigot greedy fixer Washington there was a time four years ago when Howard Hughes saw himself As a Messiah perhaps even ready to aban Don his High priced seclusion to offer his leadership to the rabble. The Public knows him As the world s Rich est Recluse the billionaire who tried to buy Las vegas an aviation Pioneer who of ten cheated death a manipulator of Holly Wood s Audiest Days and nights a Man who achieved Success in every Field except his personal life. We know him As a bigot and political fixer a greedy Baron who tried to turn the state of Nevada into a personal fiefdom a Man who considered his own Money making schemes to be Paramount to the interests of the United states arid finally As a self appointed Savior with a profit motive. We counted Hughes As a personal Friend during the 1950s. But we have received a new insight from his hand scrawled memos. When he disappeared from Las vegas on the night before thanksgiving 1970, he left behind a Trail of memos. These were written during the late 1960s in his Las vegas Penthouse Sanctuary the desert inn. They were addressed to his no. 1 Nevada Honcho Robert Malieu. A judge trying to unravel the claims and counterclaims for control of Hughes million Nevada Empire placed the papers under court Seal. Nevertheless we have had Access to these amazing memos. Their authenticity cannot be disputed. The biggest and bitterest of All Hughes Many Battles was with the atomic Energy commission despite All of Hughes efforts the dec was dug in at its test site North of Las vegas and Hughes was desperate. His agents insisted that Hughes was interested in stopping the tests because of the Hazard from radiation and the threat of earthquakes. But in secret memos to Maheu Hughes made it Blairr that his objections had a Cash Register reasoning behind them. How can we expect to realize our full potential As a resort in we Are scaring peo ple away with both tests and Earth quakes Hughes wrote. And if anybody doubts that people were scared during the earthquake he should just read the newspaper where the incoming Calls were listed immediately following the quake. There was an absolute Avalanche of protests received by the newspapers and they All entered around one reaction fear i Don t think fear has any place in a resort this is a hell of a note in a place that is being developed As a resort which depends for its very life blood on the tourists who come Here voluntarily in Competition with Hawaii and the Many Manj other resorts Hughes tried a number of ploys to Stop the dec tests. On april 24, 1968, he was ready to put himself squarely in the path of the government "1 feel we must Start negotiating with the . Just As if we were negotiating a business he wrote. I urge we Start an off the record negotiation to be conducted simultaneously with the Public Battle in the press. In this off the record negotiation i urge we Point out to the . That after Liis uproar and Public exposure and after the fears and curiosity of the Public have been aroused the entire situation not Only in Nevada but throughout the nation is go ing to be highly explosive. It will Only re quire a Leader. I could easily be that Leader Hughes was not particularly interested in slopping All the tests just the ones that might frighten Las vegas tourists. But if the dec would t come to terms with him he was prepared to Lead a inn tic bomb crusade Public he wrote Wall ing for any Leader to guide the people involved the Public Many Many people All Over the country they Are not interested particularly in Nevada or in the size of the bombs. They want All bombs scuttled. I am positive we must convince the . That if they Stop the blast we Are prepared without publicity to discuss a fair Compromise which can be accomplished quietly and will permit them to proceed in an orderly and effective Way to accomplish their objective. And if they refuse i am going to dedicate the rest of my life and every cent i have it necessary to wipe this nuclear test program right out of this country and its one of Hughe s Side projects was to buy up the state s to station., and its newspapers. Re. The newspapers he wrote to Maheu i am not willing to delay even 5 minutes starting negotiations to buy the newspapers. Please do this even before the Day is out if it might have been interesting to see How the newspapers Hughes never bought would have covered his activities As head of the anti bomb movement he never led. For although Hughes planned to enlist dedicated people in his crusade he was far from being a humanist. While most americans borrowed after the murder of or. Martin Luther King in 1968, Hughes s feelings were raw. I have just finished watching lbs news on he wrote. The riots shooting etc., in Washington Chicago and other cities was terrible. I wonder How close we Are to some thing like that Here i also know there is tremendous pressure upon the strip owners to adopt a More Liberal attitude to Ward integration open housing and employ ment More negroes. Now Bob i have never made my views Plain on this subject. And i certainly would not say these things in Public. How Ever i can summarize my attitude about employing More negroes very simply i think it is a wonderful idea for somebody else somewhere else. I know this is not a very praiseworthy Point of View but i feel the negroes have already made enough Progress to last the next 100 years and there is such a thing As . Also i was born and lived my first 20 years in Houston Texas. I lived right in the Middle of one race riot in which the negroes committed atrocities to equal any in Vietnam. I just Don t want to see you badgered into some concessions because once you do consent to some such conces Sion you can never cancel it and put things Back the Way they were. I know this is a Polloe and i am not asking you to form a new chapter of the . I Don l want to become known As a Negroe sic hater or any thing like that. But i am not running for election and therefore we Don t have to Curry favor with the a act by Carol Giacomo Sun staff Lowell the woman is a mayor again and she loves it. And you know it. The elaborate Floral arrangements which decorated the City Hall office. If you think this is a lot you should see my the incessant phone Calls and Well wishers which punctuated the Days immediately Fol lowing Ellen a. Sampson s election As the 68th mayor of Lowell All the trappings of Victory after a hard fought Battle and she revels in it. For mayor Sampson the important and most immediate goal is to try to restore Unity to the Council and to exercise fairness in. Her role As mayor. While the first goal May Well be impossible mrs. Sampson has made some real strides toward achieving the second and her efforts have not gone unnoticed. Her Council committee appointments published yesterday and particularly her selection of Gail Dunfey for the share drug program Board of directors have been generally received As fair and just and a signal that Ellen Sampson s commitment is in action As Well As words. Councilor Paul e. Tsongas for one is understood to be impressed with mrs. Sampson s exhibited reasonableness to his suggestion and Gai Dunfey s desire that miss Dunfey be the share representative rather than councilor Leo f. Farley whom the mayor had been considering. For Ellen Sampson the command of the mayoral Post was immediate. Having served As mayor in 1964 and 1965, and in the Council now for her sixth term she knows City government and its people and she has definite ideas about How she wants things to run. She promises to be a full time mayor. With no other major demand on her time she does t work and her children Are All new mayor is settling in for her Suburbia two year tenure and plans to spend six Days a week including weekends on the Job. Most people seem to feel she will indeed work hard at it. She takes the position of mayor and its attendant responsibility of school commit tee chairmanship very seriously. The image she projects is that of an astute shrewd old style political who Well knows parliamentary procedure and literally presides at meetings when she serves As chairman. Some of the male officials in Lowell be Lieve the Way to handle Ellen Sampson is to cultivate what they consider her womanly traits such As her desire for attention and a belief however specious that she is get Ting her Way. Let her be the Queen was one comment implying that the attendant duties and prestige of the mayor s office would be enough to keep her contented yet effectively uninvolved with any real decision making or mane vering. Not All see mrs. Sampson As being Dis missed so easily. Her affect on other City elected officials and workers is frequently that of an older woman Type with the added dimension of a political Veteran who is to be feared and referred to for advice. But for All Ellen Sampson s desire for recognition and presence in the office of mayor she likes to feel people have a direct line to her that she is one with the people of Don t Call me your Honor. My name is she chastised a caller recently obviously one of a Large number of her Fol Lowers in the City. The Strong mayor charter was Defeated you say yes but now Ellen Sampson is mayor and Lowell is at least for now unquestionably Ellen Sampson country. Ecologists at work by Raymond p. Bates Sun suburban editor residents of Tewksbury should be most thankful there is within their ranks a group of civic minded citizens known As the Tewksbury environmental conference. The latest venture this group accompanied by other civic groups in this Community undertook was a two Day newspaper and Magazine collection. This project took place last saturday and sunday which by the Way were dreary Bleak Rainy Days. Despite the inclement weather an eager group of teen agers turned out in the space Between the Central fire station and town Library to accept any and All donations of Dis carded newspapers and magazines. Frank Canelas graciously contributed the use of a huge truck into which the smiling teens heaved the bundled papers and magazines. Meanwhile other teens lugged the bundles to the rear of the vehicle and piled them right up to the roof. Participating in this clean up venture were members of the league of women Vot ers Judi join us in doing it a High school the Tewksbury Board of health rotary club and Tewksbury ecology commit tee. At the end of the two Day Campaign the total collection amounting to 10 tons of newspapers and magazines was transported to the Essex recycling Plant in Lawrence where it was sold. The Money realized from the Sale was used to foot expenses incurred in staging the recycling drive with the bal Ance earmarked to foot costs of other projects this group has in mind. It is an even bet youngsters like Roger Marceau de Johnston Ron Eddy Tony Campo Larry Dover and Jim Rauseo who handled most of the lugging chores during he drive were bushed when it was All Over. But they also Felt that warm glow of knowing they have done something worthwhile which will Benefit All the residents of their Community. James Reston Rosemary Clausen one of the leaders of the project is highly enthusiastic Over the Success of last week end s project. She along with mrs. Barbara Jackson of the Board of health who is vitally interested in the recycling project and Angelo Zammuto of the conservation commission foresee even greater clean up campaigns in the near future. The town ecologists already have turned in excellent performances in removing debris left in several mini dumps in the past and they All look Forward to soil Lanole recycling drive which they Hope will surpass by far the one conducted last week end. Next feb. 5 and 6 this same group will conduct an expanded recycling drive. In addition to collecting newspapers and Maga Zines they also intend to pick up contributions of tin cans and bottles. These hard working Young people request that newspapers and magazines be tied or bagged separately As magazines bring a higher Price when turned in. They also ask that paper coverings be stripped from cans and the ends removed. The cans then should be flattened to expedite storage and transportation. Also bottles should be separated according to color. Furthermore when Spring clean up time arrives it in t too difficult to visualize cub and boy scouts volunteering their ser vices in this help keep Tewksbury clean project by picking up cans and bottles strewn along roadsides and add these to the collection. This would serve a dual purpose it would help keep Tewksbury Beautiful and at the same time increase the amount of Money realized in the Sale of items to be recycled others who do their share in this Overall venture Are Kay Whitman Board of health Secretary and James Lennox Paul Fansel John Williams Leonard Digiorgio Robert Collins and Alvin Franklin All of the Tewksbury ecology committee. Politics and strategy ran stand a Little c new York times Washington Ever since the Indian pakistani War there has been considerable doubt Here about the Wisdom of president Nixon s military strategy in backing Paki Stan but there should be Little doubt about the Domestic political strategy he had in mind when he sided with Pakistan and China against India and the soviet Union. He wants to be in a position to Campaign for re election on the proposition that he is the Man who reduced the american expeditionary Force in Vietnam from to who brought China out of isolation and established a line of communication to a Quarter of the human race who defused the Berlin problem and began the process of negotiating the control of strategic nuclear weapons. Nobody understands the potential Power of this argument As Well As his demo cratic opponents. The Nixon use the latest White House not toward Pakistan but toward peking. The Chi Ila opening is the key to his bid for re election As a Man of and according to those who think they understand his diplomacy in the Indian pakistani crisis he was determined not to oppose Pakistan and risk the possibility that China would Call off his feb. 21 trip to peking. In terms of the world strategic Strug Gle for bases allies and control of the seas Here was a powerful Case to be made for Washington backing India. Aside from Hie obvious Point that India is the most popu Lous democracy in the world and Pakistan a weak dictatorship India dominates the sea routes Between Japan and the Oil Fields of the Middle East which arc vital to Japan s spectacular Economy and which on present official calculations Here will be supplying Between 30 and 35 per cent of . Petroleum products by 1980. Nobody knows this better than the soviet Union. Moscow Learned in the cuban missile crisis that it could not bring its influence to Bear All Over the world without a vastly expanded Navy and has been building its naval Power Ever since. Long before the Indian pakistani War the soviet Union had built a naval base for India at on the Bay of Ben Gal and one of the military arguments in Washington for avoiding an open break with India was that India was obviously going to win with the military and diplomatic Aid of the .s.r., which would then be seek ing Access to the naval base at visa Chapal Nam or failing that offering much needed Aid to Bangladesh in return for military facilities at Chittagong the new nation s port also on the Bay of Bengal. No doubt there were Many other considerations in the president s decision to Back Pakistan. Nothing is Ever quite so simple As a Choice Between a Good military strategy and a Good presidential Campaign strategy. The president had personal ties to the pakis Tani leaders and to the leaders of the other Muslim countries which happen to control much of the Oil of the Middle East and while he understood the pressure of the Bangladesh refugees on India he did not think this Justi. Tied India s open aggression across the pakis Tani Borders. Nevertheless with All the different pres sures of military strategy and political Campaign strategy lugging him in opposite directions the belief of Well informed men Here is that the Short Range political advantages of protecting the China trip and the possibility of reaching at least a limited accommodation with China were decisive with Nixon
