county and eighty four other counties in the State which shovs a much lower rate upon their official taxrate sheets for the year For instance Suppose Carroll county is pointed out to them for ex planation The tax sheet for that county for 1889 shows a county rate of 40 cents on the These explain ers pass that rate on the sheet and add to it 6i cents for gravel road tax 10 cents for bridge tax and 5 cents for soldiers monument tax making the total 66 cents Then they say this ail belongs in the county fund is paid into and out of that fund and should be counted in the county rate Then they affirm that the Cass county rate of 801 cents includes all these things instead of making them special as many other counties do and therefore the rate in Cass county is not unreas onably higher than it is in other coun ties This explanation is doubtless satisfactory to many persons but is nevertheless rottenly untruthful In the first place if we concede all that is claimed by this false explanation there are only four or five counties out of So that have been heard from that have as a high a county rate as Cass county while nearly all of the others have a much lower rate But the planation is a miserable fraud which shows the despicable weakness of the cause it is set up to defend Now let us go back to Carroll county again for proof of this charge In 1SS9 Carroll county had a tax of 61 cents on for gravel roads and Cass could not therefore have a tax of that kind in cluded in her 80J cents county rate Carroll county had a tax of 15 cents for building bridges Cass county paid for her new bridges with bor rowed money and a tax of 10 cents has been levied upon the property of her citizens payable in 1891 to pay this borrowed money Therefore there could have been no bridge tax in the SOJ cents of the Cass county rate in 1SS9 Carroll county had a tax of 5 cents in 1SS9 for a soldiTb monument Cass county paid for her soldiers monument long since and there was not a cent of that kind of expenditure included in the SOJ cent rate for 1889 So itQis plain that the explanation does not explain It is a childish endeaver to throw dust into the eyes of the people to whom it is given The comparison with Carroll county is simply used as an example The false presented in that case is the same false explanation applied to all the others acd is equally false in every case Wherever special taxes are used to swell the county rate to something like an equal ity with the rate in Cass county an investigation will show that no such special taxes are included in the Cass
