Lethbridge Herald, The (Newspaper) - September 30, 1972, Lethbridge, Alberta G THE LETHBRIDGE HERAID Saturday, September 30, 1972 New air charter plaits are surprise to Canada OTTAWA (CP) 'Hie Cana-! dian transport commission ex- pressed surprise today at a unilateral decision by the United States Civil Aeronautics Board to introduce a new air charter plan. The plan is along the lines of a system now being discussed ain, the U.S. and several Eu- ropean countries. But the inter- national talks have not yet been completed. The U.S. plan would open the air cliarter field to all groups of 40 or more persons and eventually replace the cur- rent affinity charter nile if the C.A.B. has its way. The affinity rale requires charter passengers to be mem- bers of the chartering organ- ization for at least six months before departure of ttie charter flight. The board has said the new rule wUl take effect imme- diately for a three-year ex- perimental period ending Dec. 31, 1975. The C.A.B. eventually would propose eliminating the affinity charter rule. The U.S. rule will apply dp mestically in tlie U.S. but will require agreement from foreign countries before American charter aicaft can land in cthe nations. LONDON (AP) Playwright John Osborne, who wrote Look U.S. crime shows hike WASHINGTON (AP) Ttie Nixon administration says serious crime during the first halt of the year Increased one per cent over the same period in 1971. The increase was the smallest since the FBI began issuing quarterly reports 12 years ago. By comparison, said Ailor- ne y-G eneral Richard Kleindiensl, serious crime in- creased seven per cent during the first 180 days of 1S71; vio- lent crime was up 11 per cent and property crime up six per cent. He said the increase in both violent and property crimes during the first six months of 1972 was one per cent.
