It is reliably understood that China proposed such a pact in the first place as part of a package settlement that would include Soviet agree- ment to negotiate on conten- tious areas of the border. Without that, observers believe, China will reject the latest offer as it rejected a similar one made in 1971. Chinese officials have pointed out privately that China's policy toward the Soviet Union remains as it was outlined by Premier Choul En-Lai in his speech to the 10th Party Congress here last month. In it, Chou com- pared Leonid Brezhnev, the Soviet Communist party leader, with Hitler and accus- ed the Soviet Union of prepar- ing to launch a surprise attack on China The Russians are sufficient- ly well acquainted with China's attitudes to have known that this latest sugges- tion would be rejected. First, China is opposed to the treaty diplomacy of the Soviet Union. She considers that pacts signed with Moscow by other countries Egypt and India, for instance have proved damaging to world security and not always helpful to the interests of the Soviet Union's co-signators. China is flatly opposed to Moscow's vague scheme for an "Asian collective security Pact." China also opposes the arms control treaties spon- sored by the United States and the Soviet Union, and views Czechoslovakia as exemplify- ing the fact that alliance with the Soviet Union is merely an invitation to bullying. The Chinese seem to have in mind the example of the Molotov-Ribbentrop pact in 1939, by which Stalin sought to avert war with Germany and was nearly defeated in the German attack two years later. Chou may have had this in view when he talked at the re- cent Party Congress about the west trying to egg the Soviet Union on to attack China a striking parallel with the Soviet allegation the west wanted Germany to attack the Soviet Union in 1939. The Soviet offer may be what is behind recent specula- tion in the west that a Sino- Soviet detente is in the wind. It is certainly characteristic of Soviet tactics in the dispute with China to hint at imminent improvements in relations whenever the Soviet Union has made some proposal because this puts the onus of refusal on the Chinese. China still regards the border question as the test of Soviet good faith and will not be impressed by any Soviet initiatives until Moscow im- plements the agreement reached in 1969 between Chou and the Soviet premier, Aleksei Kosygin.
