U.S. SECOND IN DAYS LOST OVER STRIKES SAN FRANCISCO In- dustrialized nations are increasingly turning to third parties to settle or prevent strikes, according to a nine- country study by the Conference Board. The study, prepared for the international industrial conference here last week, showed that the United States ranked second only to Italy in number of working days lost to strikes. The conference board study investigated labor relations in Argentina. Australia. West Germany. Israel. Italy. Sweden. Japan, Britain and the United States. Labor relations and the public interest was the subject of a panel session at the conference, which brought together 650 top executives from 75 nations to the fifth quadrennial meeting. R. Heath Larry, vice chairman of the United States Steel Corporation, and other panel members charged that wage settlements in excess of productivity increases were a major contributor to the current worldwide inflationary spiral. The use of arbitration and other third-party devices such as mediation and ad- judication to settle labor disputes is growing in many countries, the conference board study said. In addition the study found that governments were moving more quickly to stave off strikes, especially those in- volving essential services. And more governments are concerned with the total im- pact of labor settlements on their economies than with mere industrial peace, the survey indicated. The study examines three widely discussed third-party techniques being used. These are: selection, a plan developed in the United States, in which arbitration does not have to result from settlements worked out by a third party. Instead, settle- ment can simply be one side's final offer imposed on the other. This method is designed as a substitute for compulsory arbitration. Public referendum, another U.S. proposal, which would permit public employe unions and management to put contested issues on a public ballot.
