A letter to U.S. Treasury Secretary John Connally from Fi- nance Minister E. J. Benson asks him to regard the subsidy program as a measure to maintain employment, not as a form of retaliation against U.S. import surcharges imposed last month. At the same time, Canadian authorities are asking Japan Mass killings come to light and European trading partners to guard against permitting a heavy increase of exports to Canada. Officials are particularly worried that shipments of steel, automobiles and textile products originally intended for the U.S. market may be diverted into Canada, disrupting markets here. The government's actions were disclosed Thursday by Trade Minister Jean-Luc Pepin at a session of the Commons finance committee.
