Lethbridge Herald, The (Newspaper) - September 12, 1973, Lethbridge, Alberta Wednesday, September 12, 1973 THE LETHBRiDQE HERALD 15 Pushes stand on occupied territories Labour Party causing trouble in Israel's government By JASON MORRIS Christian Science Monitor TEL AVIV, Trouble is brewing in Prime Minister Golda Meir's coalition government. The issue: the Labor Par- ty's new hawkish stand on the occuoied territories. The dovish "Mapam" wing of her ruling coalition ob- jects to the compromised for- mula worked out to suit hawkish Defense Minister Moshe Dayan whereby Jewish settlement could be extended in the occupied Glan Heights, West Bank, Gaza Strip, and Sinai Peninsula. The ultimate effect of General Dayan's demand would be to facilitate eventual annexation of the areas to be developed by Israeli farmers and city dwellers. Mapam opposes expansion of Israel's political domain on the grounds that this would deprive the Palestinian Arab population of its national self- determination. From a procedural stand- point, Mapam. which is a mili- tant and tightly organized political party in its own right and which has two ministers in Mrs. Meir's coalition, resents the fact that it was not consulted in the bargaining with General Dayan. "We will not be bound by the official Labor (Party) posi- tion Mapam political secretary, Nafali Feder, said in an interview. We will not be confronted with a fait ac- compli." Mr. Feder said Mapam dis- agrees with the position paper on three points: Its permission for Jews to buy land in the occupied zones Its encouragement of financial investments by Jews in economic enterprises in the occupied zones. Its promotion of perma- nent Jewish agricultural and urban settlements in the oc- cupied zones. Mr. Feder said Mapam will go along with settlements of the "nahal" type only, since they are military outposts set up tor security reasons alone and capable of being dismantl- ed in case of a troop withdrawal. The Mapam leader also ex- pressed opposition to General Dayan's statement this week that Jewish settlers would stay forever in their newly built homes in the occupied areas. The practical consequences of the Mapam revolt are that its Cabinet ministers and Knesset deputies will refuse to vote with their Labor Party colleagues when it comes to implementing the controver- sial position paper.
