The Dow Jones average of 30 in- dustrials shifted during the morning from a loss of three points to a gain of seven, then back to a 5.01 rise to 675.77 at noon. Gainers held a 2-to-l lead over losers on the New York Stock Ex- change. On the American Stock Exchange, the market value index was down .06 to 6825.
