Plan No Reason For Action OTTAWA (CP) - Prime Minister Trudeau said Friday that "solid information" that prominent citizens had discussed creation of a provisional government in Quebec was not a reason for the proclamation of the War Measures Act Oct. 16. Mr. Trudeau said that although the information had been followed up, the government had not felt it to be a cause for action. Nor, he said, has he felt obliged to confirm or deny rumors that the government knew of the discussions that followed the kidnapping Oct. 10 of Quebec Labor Minister Pierre Laporte. "Ryan gave a story which I think contradicts some of his earlier stories," the prime minister added mildly. Speaking to some 20 reporters outside the Commons about Mr. Ryan, Mr. Trudeau appeared to admonish the journalistic profession to stick to journalism. Deliberately misquoting historian Lord Acton, Mr. Trudeau said: "Lack of power corrupts, absolute lack of power corrupts absolutely." In the story referred to by the prime minister, Mr. Ryan stated that a provisional government had been one of three hypotheses discussed by him with his editorial colleagues the day after Mr. Laporte was kidnapped by terrorists of the Front de Liberation du Quebec. Also discussed was the fear that Quebec Premier Robert Bourassa would allow his prerogatives to pass to the federal government in the crisis. In his story Friday Mr. Rvan insisted he favored a third alternative-a negotiated release of Mr. Laporte and British trade commissioner James Cross, the other kidnap victim-and did not discuss a provisional government with any of those who later in the week signed with him a public call for negotiations with the FLQ. Rumors earlier this week claimed that a main reason for Ottawa's.proclamation of emergency powers under the War Measures Act was the federal government's fear that some prominent Quebecers had planned to disnlace the Bourassa government. Until F r i d a y's impromptu news conference, Mr. Trudeau had refused to comment on the rumors except to say that any such knowledge had not been a factor. He was promoted to open up by reporters who suggested the government had been spreading the rumor itself. He ascribed origination of the rumor to the press. "If you think you have a good rumor then go ahead and spread it, fine. But don't ask me to substantiate it. I don't like rumors." He said his own cabinet ministers had rot been spreading such a rumor and that it must have originated with Mr. Ryan. Herbert Shively, 49, of Glen Ellyn, 111., pilot of Twa flight 273 out of Chicago for San Francisco was stricken with an apparent heart attack, First Officer Edward W. New Driver's Test System Features TV, Computer Saturday, October 31, 1970 - THE LETHBRIDGE HERALD - 9 Pontiff's Tour Dates Fixed DES MOINES (AP) - A color TV screen hitched to a computer may replace pencil and paper as the testing device for driver's licence applicants if a new system unveiled here proves effective. The system will be put into operation by the Iowa department of public safety next week as a national pilot project funded by a $130,000 grant from the national highway safety bureau. The system, unveiled Thursday, has a television screen, a speaker and four buttons. A video tape program shows the applicant a series Fire Damages Oil Plant FORT McMURRAY (CP) -Company officials said Friday they have not been able to estimate damages following a fire Thursday to the naphtha uni-finer at the Great Canadian Oil Sands plant. The fire was brought under control an hour after it started and did not damage other sections of the plant. The plant will continue to produce with the re-m a i n i n g opsrating units, a spokesman said here. The damaged unifiner refines new naphtha gas before it is combined with kerosene and gas and oil, also produced in the tar sands process, to become synthetic crude oil. Fort McMurray is about 280 miles northeast of Edmonton. ATA Officer PINOHE'R CREEK (HNS) - K. P. (Ken) McDowall of Pincher Creek, has been reelected to the executive of the Alberta School Trustees' Association. Mr. McDowall represents Zone 6, which is comprised mainly of that part of the province south of Calgary. With the exception of one three-year term, Mr. McDowall has served on the Pincher Creek divisional school board since it was first formed in 1938. of 23 actual driving situations. VATICAN CITY (Reuter) -Pope Paul will visit Hong Kortg, Jakarta, Colombo and Samoa during his Far Eastern tour this fall, the Vatican announced today. The main purpose of the trip, announced last May, is to visit the Philippines and Australia.
