Oil-rich monarch rules stable, feudal society HGUJ x (King Faisal of Saudi Arabia is sitting atop the world's largest-known oil reserves. With the U.S. ex- pected to be drawing one-filth of its oil needs from Saudi Arabia b> 1985, American planners need to know what makes the Saudi government tick. Here is a look at why, in an area of political turmoil, that Arab kingdom maintains stability.) By JOHN K. COOLEY Christian Science Monitor JEDDAH. Saudi Arabia Mystery surrounds the Saudi Arabian monarchy and its ul- traconservative Islamic society Westerners wonder how the nation operates without parliament, political parties, or other attributes of a modern state. King Faisal governs territory about half the size of the United States He rules tour to seven million subjects, depending on which of several unofficial census figures you accept His monarch} is unique in the Arab world It is a stable. tumily-type government. At present, most responsible Saudis believe, it is well- protected against coups or revolutions It is not just the expensive and elaborate United States and British-built capital security system that brings stability, though this helps. Rather it is the family-type government and the character ol King Faisal, a sober, careful planner, completely unlike his spendthrift brother, the late King Ibn Saud Abdel RELATIVES Politically powerful people in Saudi Arabia include several hundred royal princes and thousands of their relatives King Abdel Azziz, the father of both Ibn Saud and Faisal, had 41 sons. His son Ibn Saud had 21. King Faisal himself has eight sons These ties of blood are doubly important because the Saudi monarchy and socity have not experienced any real revolutionary shocks in contrast to virtualtually every- other country in the Arab world Family rule means that in- formation about the state of the nation and its people moves inexorably upward through family channels to the king. Governors and high civil servants of even the most remote provinces are the king's relatives. Therefore King Faisal need not rely just on the kind of advisers who have led so many other Arab rulers such as the late President Nasser of Egypt ;nake wrong judgments. HIERARCHY At the top of the hierarchy are Faisal's brothers. Princes Khalid and Fahed Prince Khalid has been designed of- ficially Crown Prince, King Faisal's successor. He also is deputy prime minister. Since replacing his brother Ibn Saud as king in 1964, Faisal has been his own prime minister. But Prince Fahed. the interior minister, is the lavonte of some Saudis to succeed King Faisal, especial- ly in case of family rivalry A diplomat who knows Fahed well describes him as "a good- looking Arab gentleman, with generous manners, tall, courtly, and cheerful." Two of Faisal's half- brothers also are key figures. They are Sultan, the minister of defense, and Abdallah, commander of the Bedouins in the National Guard, or "White Army." Like the 35.000-man regular Army, the Navy, and the Air Force, it is armed, equipped, and ad- vised largely by the U.S and Britain. The White Army is a mobile security force, not unlike the royal Bedouin forces in the kingdom of King Faisal's main Arab ally. King Hussein oi Jordan It keeps security in the main cities, while the regular forces watch the coasts, borders, and strategic places in the deserts and mountains. IMPORTANT Two other important figures are the brothers of Fahed and Sultan. School curricula in Saudi Arabia where il- literacy and ignorance are be- ing defeated rapidly by a huge education budget from the oil funds is a mixture of modern knowledge and Iblamic pnncple.
