Lethbridge Herald, The (Newspaper) - October 28, 1971, Lethbridge, Alberta Thursday, October 28, 1971 THE LETHBRIDGE HERALD 9 Ottawa to pay up to per week in wages for winter works projects OTTAWA (CP) The federal government will pay up to a week in wages to persons employed in locally-promoted wiiv ter works projects fcr six months this winter. Manpower Minister Otto Lang made the announcement Wednesday as he tabled in the Commons a 10-page summary of the crieria la be applied by the federal government in making grants of up to million to local-improvement groups and through the provincial governments to municipal councils for community projects. The projects, he said, might run from winter recreation facilities to child day-care and expansion of community "store-front" services, such as legal and other professional aid. The main criteria is that projects employ a minimum of five persons for six technically called 30 man-months of between Nov. 1, 1971 and May 31, 1972. The work involved should be employment which would not normally b e given this winter, and the projects must be of a non-profit nature. Finance Minister E. J. Benson announced the "local initiatives" program Oct.. 14, along with other spending and job-making plans to give the economy a boost and during the coming winter. WANT IMAGINATION Mr. Lang said the special employment plan is "designed to harness the imagination of Canadians" to come up with the ideas for job-making works. The object is to "provide income and satisfaction for the persons as well as to improve community life and services. Half the money is to go directly to local public service and private agencies. Half is to go to municipal which must be channelled through the provincial governments. The maximum spent by the federal government on any one project will be to cover total labor costs based on prevailing wages up to a maximum of per man per week. It will also cover up to 17 per cent of costs for materials, supplies, equipment rentals, and employer contributions to unemployment insurance, the Canada Pension Plan and the Quebec Pension Plan. Projects that subsidize enterprise and support pure leisure activities for the sponsor will not be approved. Neither will plain financial support lor persons already employed. Mr L.ang also announced criteria for a supplement to the federal government's manpower training program for on-lhe-job instruction and million for trades training courses and allowances for some trainees. The on-the-job training must cover a period of between three and 12 months, averaging and be provided by employers for workers in addition to their regular work force. The federal assistance will be by or direct payment from the manpower department. It will be open to private employers, including non-profit private agencies. It will not be open to federal, provincial and municipal government departments and agencies primarily financed from taxes such as school boards, police and fire departments. Companies which have substandard working conditions, unacceptable high turnover rates or small training not be should be unemployed mainly because of youth or lack of recent work experience.
