Love President Nixon's energy adviser, told a news conference in Ottawa that the U.S. has no fundamental objection to new Canadian national energy policies. Mr. Love was in Ottawa for talks with Energy Minister Donald Macdonald (right) on mutual energy problems facing the two countries. By CY FOX BRUSSELS (CP) Fears of a cold, oil-short winter in Britain, rising gasoline prices in France and the cutting off by some Arab states of petroleum supplies to Holland all serve to dramatize the im- pact of the Middle East war on Western Europe. Obviously the oil factor has been crucial in the hands-off policy adopted by most West European countries towards the Arab-Israeli conflict. But the fear is that ul- timately the oil issue will have other political a worsening of the strains in relations between West Europe and the United States. Such considerations would seem to pale in significance when compared with the degree of human suffering and destruction already caused by the Middle East fighting. For instance, observers at the front have been saying that the fighting following the ceasefire breakdowns was the most ferocious they had ever seen in the battle areas. However, attempts to bring Western Europe and the United States closer together after a period of disagreement on several political and economic fronts can only suf- fer if discussions in Paris aim- ed at coordinating the efforts to combat the oil shortage on both sides of the Atlantic and in Japan prove unsuccessful. So far predictions about the discussions have been gloomy, with U.S. sources complaining about the re-export controls already clamped on oil stocks in Europe by several countries here and Europeans pointing to alleged waste on a vast scale of petroleum resources in the U.S., which has traditionally drawn on Europe for extra fuel sup- plies. The pressures making for a European-American tensions in this respect are many and, in some instances, pre-date the latest explosion of Middle East fighting. Compounding the dangers is the fact that Western Europe is far more dependent on Mid- dle East oil than is the U.S. with Britain, for instance, drawing 66 per cent of its supplies from the area. The war, in any case, has vastly worsened the picture, with Holland currently being punished by five of its Arab oil suppliers for what they term its pro-Israeli bias. West European states generally are being cautious about pledging help for Holland in the event that the Netherlands suffers unduly from an oil drought following the Arab cut-off. This policy of non-alienation of the oil-rich Arabs has drawn some domestic criticism in two of the countries most closely associated with it Britain and France which ironical- ly were Israel's allies in the 1956 war between the Arabs and the Zionist state. In Britain, at least, the worry over larger than ex- pected Arab oil cutbacks following the outbreak of the latest war has not only led to insistence on neutrality and calls for economy in the use of oil but also is adding to the momentum of petroleum development in British- controlled areas of the North Sea. Even allowing for the failure of future ceasefire attempts on the Middle East battle fronts, there is some consolation to be drawn by Western countries from the fact that oil-producing Arab states like fabulously wealthy Saudi Arabia are loath to cast aside their lucrative Western markets, no matter how great their desire to help the anti- Israeli cause.
