Telephone 328-9237 VANCOUVER (CP) British Columbia rentalsman Barrie Clark said at a press conference Wednesday the government must set a new rent control ceiling for the province's tenants. He said he will not recom- mend a new increase ceiling to replace the existing eight per cent limit, even though he had been asked to do so by the government. Mr. Clark said the govern- ment should make up its own mind, based on research material and a series of recommendations he has made. He said it would be a conflict of interest lor him to recommend a rent ceiling while trying to act as an im- partial judge in landlord te- nant disputes. Mr. Clark said the cabinet would meet today and At- torney General Alex MacDonald will recommend removal of rent review from the rentalman's respon- sibilities and urge establish- ment of a separate commis- sion to administer the rent review law. Dr. John Cragg, an economist from the Universi- ty of B.C., in a report com- missioned by Mr. Clark, in- dicated a rent ceiling figure far higher than eight per cent, Mr. Clark said. "I told the attorney general if I were required to Oil companies accused of making big profits OTTAWA (CP) Oil com- panies are making exorbitant profits and a review of taxa- tion affecting them is needed, Ed Broadbent, New Democrat parliamentary leader, suggested Wednesday. Mr. Broadbent said in the Commons that Imperial Oil Ltd. had profits of million so far this year, an increase of 64 per cent over last year. Imperial also has deferred payment of million in fed- eral income tax, he said sug- gesting the company should at least pay interest on the amount. But Finance Minister John Turner said MPs will have to await budget night before finding out what tax measures are planned. "I find it difficult to under- stand the question since his party voted against a govern- ment budget last May that in- cluded million in taxes on the oil Mr. Turner told the House. EARLIER CALL Mr. Clark said the Cragg formula, which he earlier call- ed "shockingly ac- counted for skyrocketing costs which the eight per cent freeze had ignored. Mr. Clark's recommen- dations to the attorney general said that without rent control, "rents in all buildings would be expected to rise sharply." He said this would particularly affect low income families. Dick Dolman, executive director of the Rental Housing Council of B.C., which represents landlords controlling rental apartments, said landlords would meet tonight to review whatever announcements Mr. MacDonald might make after the cabinet meeting. "There is no excuse for any further delay in setting an economic rent and allowing a fair said Mr. Dolman. "The recommen- dations appear to set up more bureaucratic machinery and further studies, and the government already has all the information it needs." Mr. Dolman said landlords will now hold off their threat to go on strike. Last week they threatened to withhold vacant suites from occupancy because of government inac- tion. He said if there must a rent ceiling, studies by his group and the government justify increases averaging 20 per cent as of Jan.
