Stories of payoffs, threats unravel MONTREAL (CP) A sec- ond witness told of a death threat Tuesday as stories of payoffs and intimidation continued to unravel at a Quebec government inquiry into construction union freedoms. Robert Meloche, former chairman of Local 791 of the International Union of Operating Engineers who testified Monday, arrived Tuesday morning with a letter in which he was told he would not "make it to Christmas." Judge Robert Cliche, com- mission chairman, granted Mr Meloche's request for police protection for himself and his family. The former labor leader was the second witness to be threatened with death since the commission began hearings in Montreal last week. Ronald Lavergne, a self- avowed former union muscle- man, was threatened in hand- printed letters slipped into his cell at Quebec Provincial Police headquarters last Thursday night after he appeared before the inquiry. The inquiry was set up after labor violence caused an esti- mated million damage last March on the LG-2 site of the James Bay hydroelectric project in northwestern Quebec. In other testimony Tuesday, Maurice Cote, Confederation of National Trade Union (CNTU) representative at James Bay, said the Quebec justice department did nothing about 40 written com- plaints on inter-union violence. Commenting on the atmos- phere at the camp since the departure of an IUOE strong- arm team, Mr. Cote said things are "very, very good. "The men can sleep at night without worrying about getting their teeth punched out." John Lowen, who directed the work of Kiweit Construc- tion Co. at James Bay, testified that he paid a month to a Quebec Federation of Labor (QFL) business agent for what he considered was a guarantee of labor peace Mr. Meloche also asked the commission to provide protec- tion for the family of Rene Mantha. a former IUOE "co- ordinator, also mentioned in the threatening letter mailed in Montreal Saturday The unsigned note, hand- written but in a different style than the ones received by Mr. Lavergne last week, told the former union chairman: "Bob, we are smarter than you are and we are warning you, which is more than you did for the guys you went after YAMAHA ORGANS New and COLLEGE MALL Phone 328-3694 The name tells you it's an exceptional whisky.
