Told To Encourage Development Outside Cities CALGARY (CP) The pro-across the province and profit vincial government should build some of its own institu- tions on a decentralized pattern to encourage development out- side the Calgary Edmonton corridor, says Dave .Russell, Progressive Conservative MLA for Calgary Victoria Park. He told a service club meet- ing that in the long run resi- dents of Alberta's two larg- est cities may enjoy the bene- fits of decentralization. "We have to start thinking about Alberta first and not just the city architect said. Albertans must concern themselves rath what kind of a province they want, not how big they wish to live in or how many freeways they must build. A prime challenge facing the government, he said, is its abil- ity to equalize opportunity from the mistakes of urban planners in places such as New York.
