Dr. Robert McClure, former moderator of the United Church of Canada and a representative of the Oxfam relief agency, said no one he talked to during a recent trip to India "talked war as a solution" to the problem of East Pakistani refugees entering India. But John Wieler of Winnipeg, associate executive secretary of the Mennonite Central Committee, another of four witnesses appearing before the committee who had spent some ta India or Pakistan this summer, said the danger of war between the two countries is "very real." The other witnesses, Albert Batten of the Red Cross and Paul Ignatieff, executive director of the United Nations UNI-CEF committee in Canada, outlined to the committee some problems involved to the refugee situation. Mr. Batten said no one could expect the refugees streaming into India from East Pakistan to be given more aid than the "normal poor" already living in India receive. "There would, certainly be serious trouble il the refugees were to be provided with all the amenities of We." Mr. Ingnatfeff said the refugee camps are providing a mixed blessing to the districts. They are providing local employment for Indians because of food and fuel needs, "but, at the same time, the Pakistani refugees are willing to work for less ttian the current wage scale, which presents a source of friction with the local population."
