FARNSWORTH New York Times Service PARIS An oil embargo is a double-edged sword. Which explains why the Arab oil states meeting in Kuwait have had trouble agreeing on ways to use it. Wednesday night's an- nouncement of monthly es- calating five per cent cut- backs in flows to the United States and other countries backing Israel shows they are applying the weapon gingerly. Western Europe meets 80 per cent of its oil demand from supplies in the Middle East and North Africa, Japan more than 90 per cent, and the United States a little over 5 per cent. EMBARGO HURTS So a general embargo, designed to force the United States to modify its policies toward Israel, hurts areas of the world that are not com- mitted in the present conflict more than it hurts the United States. The Arabs chose the option of a selective embargo, aimed chiefly at the United States. Had they reduced supplies to all industrial nations they could, of course, have caused severe disruptions. But they would have also provided the confrontation with the west that they hardly seek in view of their dependence on western financial investments, technology, consumer goods and foodstuffs, and their desires for political support in the conflict with Israel. A general embargo would have also cut earnings of what is their only source ol revenues at a time when they are not only heavily engaged in financing the war effort but also committed to major in- ternal development programs While details of the Kuwait agreement were not forthcoming, oil specialists in Europe said they expected the selective embargo to be applied by restrictions under which tankers would be per- mitted to lift oil only if the destination was to "friendly" countries. But once oil is in inter- national markets it is prac- tically impossible to control the destination The only way Arab oil could be kept out of the United States is if the western Europeans and Japanese keep it all for themselves. Divisions are sown between the United States and its in- dustrial trading partners if the partners are faced with the choice of going short themselves or giving oil to the United States. CHANGE POLICY The Arabs are apparently counting on the Europeans and Japanese putting ad- ditional pressures on the United States to change its policies toward Israel or if this doesn't succeed then isolating the United States from its allies. The Arabs combined their selective embargo with a whopping 70 per cent increase in the reference price for crude oil in the Persian Gulf, action that is already causing oil prices in other parts of the world to "leapfrog" once again. With new price levels over a barrel, the point is approaching where other sources of oil become economic. Juvenile court data backed EDMONTON (CP) The suggestion that juvenile courts be open to the news media is an undesirable one, Neil Crawford, minister of health and social development, said here. He was commenting on a statement by Art Dixon Millican) who said in the legislature he favored news coverage of juvenile court cases "to let the public know better about what is going on" and to provide some protection for the juvenile Mr. Crawford, however, said in his view the last thing a juvenile needed when in trouble was publicity from the news media. Under existing legislation, court appearances of juv- eniles in juvenile courts are not permitted coverage by the news media, although there have been occasions where a juvenile has been recognized as an adult in the eyes of the law and treated accordingly in senior courts.
