The Soviet navy, they reveal, hns begun aclive flight tests of a vertical takeoff jet fighter. Previous tests of such planes have been conducted cxclu- clusively by the Soviet air force. Previous speculation on tliis new ship, Ihe largest in the Russian navy, was that it migh be either a petroleum super tanker or some sort of "air as I sociated" warship, possibly an lircralt carrier. 'I don't think there's much doubl any longer that what we're seeing is an aircraft car- rier, roughly the size of our old Essex class a senior Pentagon official said, adding: "I would expect it lo be com- pleted and in sea trials within a year and operational In about a year and a half." Officials generally express no alarm at this development, es timating that it will take the Russians 10 years or more to develop advanced carriers and high performance carrier air- c'raft that would approach Unit- ed States capability in this field. But they point to Ihese moves as the latest indications that the Soviet Union is em- barked on a long-range program to extend its power and influ- ence far from home. Until recent years Ihe Soviet navy had been essentially de- signed to defend its coaslal waters against attack. The navy, in Ihe micV1930's, even had to short-range fighters to defend its ships from Russian land bases.
