A Phil ipp.ne girl perches on the seawall at Manila Bay Philippines helped by martial law By DANIEL SOUTHERL AND Christian Science Monitor MANILA The Philippines It has been exactly one year since President Ferdinand E Marcos imposed martial law on the Philippines There are obviously plenty of Filipinos around who regret the loss of the country's ram- bunctious press and its free- swinging Congress But most of the businessmen here could not be happier They say that mar- tial law has given the Philip- pines a chance for an un- precedented economic boom It has done this they say, through the elimination of warlordism political patronage and the reduction of corruption lawlessness and red tape Foreign businessmen in vesting here seem to agree Applications from foreign in- vestors filed with the Philip- pine Board of Investment have doubled over the past year 'You don't have to worry so much about paying bribes any more, said an American businessman based here "You can be more of a businessman now and less of a wheeler-dealer As a result of martial law, a number of obstacles to economic development nave been removed, said Vincente R Jayme, vice-president of the Private Development Cor poration of the Philippines (PDCP) The PDCP extends financial support to businessmen in- volved in both industry and agriculture in the Philippines As president of the Philip pine Chamber of Industry in the pre-martial law days, Mr Jayme drew up a list of things he then thought were needed to improve business con ditions Among these were proposals for a crackdown on provincial warlordism and the rounding up of the thousands of privately owned firearms that helped give the Philip- pines its reputation for violence "How could you develop an economy when you were con- stantly looking around to see if somebody was going to pop a gun at you'' asked Mr Jayme Mr Jayme also recommended that the government clean up its corruption-ridden customs and internal revenue and that it get started seriously pushing land reform He said thdt under martial law Piesi- dent Marcos has acted on all these fronts "In the old days you couldn't move commodities from one province to another unless you made a dea! with the local warlords, he said Dealing with customs and the local bureaucrats was dif- ficult "In the past Congress appropriated money foi roads which began nowhere and end- ed he said "But now it has become possible to plan economically and the time needed lo sUrt a project is much shortci than it to be beM Ihli ytar In Oirw- Silum, THzanto on SeplMiK 19 Md 20.
