He told a meeting of beef producers that herd expansion has established growth records in the last three years with an increase of 15 per cent-The same has happened in the United States, one of Canada's beef export markets, and the rate of increase in cattle population has surpassed the rate of human population growth by a ratio of 5 to 1. The problem was complicated by marketing shortcomings, "Even though improvements are needed, a free market place still is most important to the industry. "An adequate substitute for supply demand functions still has not been found." Producers are not being exploited and we must banish it from the market place and make the market system open and fair to all." SALE OR laws changes pressed OTTAWA (CP) The Canadian Federation of Agriculture Wednesday urged the Senate banking committee to amend substantially the government's legislation to change the income tsx laws. The bill, which received second reading in the Commons Tuesday night, is being studied in detail by the committee. It is receiving representations from private groups and has hired tax experts to guide it through the intricacies of the bill. The 707-page document is designed to reduce personal and corporate income taxes, introduce taxation of capital gains and alter the rules and rates of most other forms of income tax. In a brief submitted to the committee, the federation said it understands that the legislation contains no provision for farms to be transferred within a family, except to a spouse, without immediat realization of capital gains on which taxes would have to be paid. Such payment from the assets of a family farm operation "could and probably would be disruptive, and place the continuation of tits enterprise in jeopardy." "We would very strongly urge that transfer of a farm to the son or daughter of a fanner carry with it no realization of capital gains at that time. If die property were sold to other than a family member at a later date, capital gains could be calculated from the initial evaluation, the federation said. The federation also suggested that provision in the legislation for an exemption from capital gains of on disposal of a farm, be amended. "Under the bill, a farmer must be in residence on the farm for each year for which he qualifies for the exemption." But, the federation said, there are a great many farmers, especially in the Prairie provinces, who do not live on their farm but in adjacent communities. "It should be possible, for years in which a taxpayer was engaged in farming, for him to utilize the option provision even if he was not resident on the farm." W. M. Gilchrist, president of Canada's only uranium processing company, said the U.S. decision means Canada will be cut off from a "certain if not a growing part" of the American uranium market. Canada produces only pure uranium which is converted into a gas called UF6 and shipped to countries like the U.S. for enrichment. Enrichment is the process which turns natural uranium into the kind of uranium needed as a power fuel. Canadian generators don't use enriched uranium.
