Here, Irishman has hair dyed green then cut into shamrock shape.; WASHINGTON (CP) A mammoth open-pit coal- mining operation now under study in the southeastern cor- ner of British Columbia is causing tremors among conservationists in Montana, concerned about the survival of one of their region's most scenic and unspoiled rivers. Pressed by Montana's delegation in the U.S. Congress, the state depart- ment has made informal, con- tacts with the "Canadian government about the project and an official exchange is said to be inevitable if the operation continues to go forward. "It's pretty low key so far, but none the less there is con-' a senior official of the U.S. Environmental Protec- tion Agency (EPA) said Friday. "We want to be sure the Ca- nadian government takes a good look at this and you can be sure our concern will be expressed officially in one form or another." Dale Dufour, a U.S. forest service officer in Montana, said by telephone that the agency wants a full-scale study of the river's present quality "as soon as so any future degradation can be monitored. Environmentalists in the United States have learned from painful experience that it's rarely too early to prepare for pollutcon. A spokesman for RIO Algom Mines Ltd. in Toronto said the company's Sage Creek project is still in the exploratory stage, with another year of drilling and sampling in prospect even before a feasibility study can be under- taken. However, a Rio Algom of- ficial on the site is quoted in a Montana Fish and Game Council publication as saying that the mine appears to have a potential for 60 million tons of high-quality, low-sulpher coal. The coal would be destin- ed for Japanese steel mills, says the publication, Montana Outdoors. Sage Creek is a tributary of the north fork of the Flathead River and lies about eight miles north of the Montana border. By the time it crosses the border, the Flathead is a 250-foot-widestream of un- usual beauty and quality. Below the border it forms the western boundary of Glacier National Park. The river has been designated by Congress for potential protection under the National Wild and Scenic Rivers system, and develop- ment -has been sharply re- stricted among most of its length for several years while studies are completed.
