Lethbridge Herald, The (Newspaper) - October 12, 1974, Lethbridge, Alberta 2t-THI LETHMIDQE HBRAID Saturday, 12, 1t74 Question mark hangs over Heath's future LONDON (CP) In the wake of his Conservative par- ty's second successive loss to the governing Laborites, a menacing question mark hangs over the future of Edward Heath as Tory leader. "Into limbo, smiling that impossible ran a derisive headline about Heath in a Tory-supporting paper after it became clear that the Conservatives had dropped 22 seats in their latest defeat by Prime Minister Harold Wilson's Labor party. The reference was partly to the glittering, glacial grin which Heath has habitually flashed. But on Friday night, Heath wasn't smiling as he emerged from Conservative party headquarters to face a barrage of journalistic ques- tions about his future. He had been inside, appar- ently discussing that'future INDEPENDENT CANDIDATE FOR CITY COUNCIL VOTE FOR EDGAR BASTEDO who has an open to alt people for all their problems. Industrial control. Inserted by EDQAB BASTED? and other facets of the elec- tion postmortem with his top party aides. Heath merely told the surg- ing reporters: "All my political life I've tried to serve my country and my party. And I shall continue to do so." Whether that future service would take the continued form of leadership was open to question, though potential successors such as party Chairman William Whitelaw have insisted they remain tin- stintingly loyal to their pre- sent chief. Predictably, Tory rebel Enoch Powell directed renew- ed jibes at Heath. The Con- servative leader had no one but himself to blame for the party's latest setbacks, said Powell1 who was elected an Ulster Unionist MP in Northern Ireland but retains powerful ambitions to being Conservative chief himself one day.' ...The Conservatives brought in Heath as their chief some 10 years ago in an effort to break with the Tory tradition of up- per-class leaders and match the technocratic, classless, hard-driving top man Labor had found in Harold Wilson. The Conservatives under Heath were badly beaten by Labor in 1966 but scored a sur- prise triumph in 1970 and lasted almost four years before economic crisis and conflict with the unions helped bring their downfall last February. On the other hand, Heath does have some factors work- ing in his favor, notably the opinion expressed by some Conservatives that their defeat this time wasn't as shattering as might have been feared. Moreover, this vigorous and determined bachelor is still only 58 and retains the party leadership at a time when the Tories are suffering from a conspicuous lack of charismatic characters. OTTAWA (CP) In a split decision, the Supreme Court of Canada has upheld the right of the National Parole Board to revoke a convict's parole and force him, without giving any reasdns, to go back to jail for all the time he had been out on paroled The court dismissed an ap- peal by Lenard John Howarth, imprisoned for aimed robbery, and later released op jiarole, who had asked the lucres to take another look lit a parole board decision to revoke his parole. Earlier, the Federal Court, of Appeal refused to hear his U the court which normally heare cases inyrjlv- ing federal boards and it said the parole board's decision was an administrative, rather than judicial one. Friday, five of eight cbqrt judges agreed that Mr Howart's case should be dis- missed. Mr. Justice Louis- Philippe Pigeon, writing the majority decision, said a case might be made that Mr. Howarth was treated unfairly by the board. But the board was within its rights in revoking the man's parole. Mr. Justice Jean agreed. He said it may.be pi- fortunate that Mr. Howarth is forced to spend in jail all the time he was out on total of 779 since the parole Dickson said the fact that federal boards are given the power to deal with personal or property rights implies that they act judicially.
