Canada Records Deficit In Stock, Bond Investments OTTAWA Interna- tional dealings in stocks and bonds in the second quarter of this year led to a net outflow of million in Canadian invest- ment funds, Dominion Bureau of Statistics reported today. It was the first such deficit in more than three years. There was a net inward flow of ?S53 million in the first three months of the year. The net surplus in lie second quarter of last year was million. The turnaround resulted largely from an unusually-high rate of retirements of Canadian securities held the redemption of an Italian currency note by the govern- ment in May and a sharp decline in new Canadian borrowings abroad. In all, retirement of the Ital- ian note plus redemption of pro- vincial, municipal and corpo- rate bonds held abroad amounted to an outflow of million, compared with mil- lion the previous quarter. Borrowing abroad through new issues fell sharply to million from million in the first quarter and million a year earlier. Provincial governments re- duced foreign borrowings at the request of federal Finance Min- ister Edgar Benson following re- Valuation of the Canadian dollar June 1.
