The first bill amends the previsions of the Canada Temperance Act so as to make IJ 'possible that upon a plebiscite vole of the voters of 'in entire plebis- cite Would be taken upon a peti- tion based on a resolution of the legislative If the majority of the electors declare they desire Importation of liquor Into that province or manufacture of liquor In that province or boMi, to be absolutely prohibited, then under the provisions of the bill manufacture -'or importation or both will be prohibited by procla- mation. In effect the bill extends the principle of the Canadian Tem- perance Act so as to enable the majority of the electors of the province to place Importation un- der absolute- prohibition. Mr. Doherly'p cecond bill amends the act in aid of provincial legislation as to make pro- visions extend ,to not only.thc Importation of liquor but to man- ufacture within, the province of liquor to be used. The other provision of the biU re Introduces a clause which contained In the original bill as It was passed by the house of com- mons, but which, the senate re- jected. The clause Is accompanied by modifications which it TG hoped1 will make it accepTable. It pro- vides that .the violator o( the pro- visions of the act may be .tried i the offence either in the prov-' I Into which .the liquor was tent or in the province in which the offence was actually commit- ted.
