Miss Bagaya, believed to be in her late 20s, is the sister of Omukama (King) Patrick of the royal house of Toro in northwestern Uganda. The kingdom was abolished in 1967. Miss Bagaya became the first Africam woman to be ad- mitted to practise law in Uganda. But she gave up a legal career to go to New York where she worked as a model and starred in several films. Ottawa orders tidal study OTTAWA (CP) The federal government said Thursday it is still interested in harnessing the hydroelectric potential of the Bay of Fundy tides and ordered a new study of the possibility. The study's initial stages will include investigation of possible sites, markets and a review of transmission facilities, Energy Minister Donald Macdonald said in a preliminary review tabled in the Commons. The bay, between Nova Scotia and New Brunswick, has a range of 53 feet between high and low highest in the world. Premier Gerald Regan cf Nova Scotia has been pressing for construction of dams across the bay to trap tidal water for generating electricity. In 1969, a study by Nova Scotia, New brunswick and Ottawa said the idea was technically feasible but could not compete with electricity generated at oil-and coal-fired thermal stations. But provincial officials say the rapid increases in oil prices have made tidal power competitive. Ottawa's review of the 1969 study is a little more cautious. "Whether or not this gap has or will be overcome can- not be completely determined .on the basis of this preliminary said the review, prepared by officials from the three governments. But it also says tidal power might be produced at com- parable rates with oil-and coal-fired thermal plants if the international price for heavy fuel oil is to a barrel in 1980. That grade oil now sells in Eastern Canada for to a barrel.
