The program is specifically designed lo provide, in co-oper- ation with Canadian fanners, a greater opportunity for on- tte-job training for more resi- dents to learn skills of con- tinuing and transferable value, according to Frank Besplug, manager of the Lethbridge manpower office. Mr. Besplug said the direct (employment aspect of the pro- gram affords the employer the opportunity to prepare for fu- ture expansion. It allows the training of unemployed but em- ployable workers for future jobs in actual work situations. Last year in the initial year of the program, the manpower centre couldn't find enough of the proper type of person for the farm jobs to fill the appli- cations, said Mr. Besplug. There were 70 persons placed for the 89 applications filed by 70 farm- ers. He said the program should be more effective this year be- cause of a good demand for farm workers combined with an expected sharp rise in farm wages for trained and experi- enced workers. The objectives of the pro- gram, within the framework of providing meaningful training, work experience and maximum benefits to workers most in need, are fourfold. The program firstly is aimed at fiUing jobs for which a local, regional or national shortage of skilled workers exists or is ex- pected to continue for a period of time. This is especially true for the agriculture industry. The program is intended to provide and create jobs during periods of high unemployment, typically during the winter. Expansion programs are also encouraged by the training which is intended to comple- ment other government, indus- trial and community programs. Because the program is aim- ed at winter unemployment rates, proposals mil only be accepted until Dec. 31. Train- ees must be on the job not later than March 31, 1973. For their part in the pity- gram, employers will be re- imbursed 75 per cent of the wage costs during the first half of the authorized training peri- od. The last half of the program will only be borne to 50 per cent of the wage costs by the government.
