Lethbridge Herald, The (Newspaper) - November 22, 1972, Lethbridge, Alberta -Wednesday, Nov.mbtr 22, 1972 THf LETHtftlDGI HEXAID 9 Opposition wants money control restored to Commons STANLEY KNOWLES By VICTOR MACKIE Herald Ottawa Bureau OTTAWA The restoration of greater parliamentary con- trol over government ex- penditures will be sought by op- position house leaders in nego- tiations early in the new session with government house leader Allan MacEachen. Stanley Knowles nipeg North the house leader for the New Democratic Party, said today he is deter- mined to negotiate for this con- trol early in the new msnt. It will be called back into session Jan. 4. Mr. Knowles was asked to comment on a letter he re- ceived last week from Gordon Churchill, former Progressive Conservative MP. Mr. Churchill was Conservative house leader under John Die- fenbaker and has been angered over what he contends was a serious "loss of parliamentary rights" by the opposition during the regime of Prime Minister Pierre Trudeau. In his letter to Mr. Knowles the former P.C. house leader noted that NDP Leader David Lewis in his bargaining with the Trudeau minority governmenl for concessions in return for NDP support, made no mention of restoring parliamentary con- trol over expenditures. "Or of treating members with respect and not as 'nobodies', or of reforming the rules to limit the excessive power of the executive, or of insisting on cabinet ministers attending the house to answer wrote Mr. Churchill. He sent a copy of his letter to the Winni- peg Free Press. If your he wrote Mr. Knowles, "foists Trudeau on us again your reputation as an up- holder of freedom of speech and of parliamentary tradition will be gravely undermined." Mr. Knowles said: "My an- swer to Mr. Churchill is that the matters he refers to in his letter will be the subject of ne- gotiations amon" the house leaders. As a former house leader he ought to know that these matters are subject to ne- gotiations by the house leaders, not public negotiation." The NDP house leader added, "I will be insisting on the procedural changes being made, that Mr. Churchill men- tions in hii letter. I intend to raise these matters with the government house leader, either Liberal or Conservative, which- ever is the minority govern- ment in power."
