Lethbridge Herald, The (Newspaper) - November 21, 1973, Lethbridge, Alberta LETHIRIDOC HERALD- November CUPE may try to avoid CLC break OTTAWA The coun- try's largest national un- Canadian Union of Public Employees may try to delay temporarily an imminent head-on clash with the Canadian Labor Congress when the union holds its convention next week. A widening in recent occurred as CUPE' disputed a congress executive policy of admitting provincial government employee organ- izations into the CLC directly. Unless the issue is CUPE could leave the congress and many labor observers say that could start bitter inter-union conflicts. CUPE says it was given ex- clusive membership rights to all provincial public servants several years ago by the con- gress. Only those in British who were in the CLC before CUPE was are exempt from that CUPE officials say. But tbe congress backed by two-thirds of the 30- member executive has granted direct affiliation to three' provincial government employee of Prince Edward Island and Newfoundland. The quarrel will dominate the CUPE beginn- ing in Montreal as the union has threatened to withhold fees to the CLC. Holding back of fees past three months leads to suspen- sion from the congress. FEAR WARFARE This could happen even though CUPE In- cluding president Stan have expressed fears of open warfare between unions and said they would rather not leave the congress. There are other fears that some CUPE locals might split from the un- ion in order to remain within the CLC. Should the split become per- manent there have been fore- casts that an all-Canadian CUPE-centred organization competing with the inter- national union-dominated CLC could be formed. All the largest public ser- vice unions have backed CUPE in the dispute. But there have been recent indications that CUPE might try to put qff a to separate until after the CLC convention next May in Van- couver. The union could rally sup- porters then to overturn the executive council decision that allows the provincial employee groups into the congress.
