Thone98 51 Whenever there shall be on any lot of land in the City of lethbridge, or in any excavation or cellar therein, stagnant or putrid waiter, or any filthy, infected or putrid matter, or the said lot, collar or excavation shall be offensive or dangerous to public or private beaHb, it shall be the"duty,'as'w'ibll of the occupant as of the owner of said lot, excavation or cellar, or of the agent ol the owner thereof or of any person having or assuming to have the charge thereof, to fill up, level or drain the same, as the case may be, or to remove the olTensive, or putr d mat-tor therein or thereon, without the necessity of a notice to that effect; and any such owner, agent, occupant, or r^rson having or assuming to have charge of said lot, excavation-or cellar, who shall neglect, after becoming aware of the existenca thereof, to remove and abate such nui sance, shall be liable to the penalties provided for an infravtion of this bylaw for each and every day of delay in draining, filling up, or level ling the said excavation, lot or collar or in removing the said offensive inCewted or putrid matitcr. 52 If any person shall own, occupy or keep any lot or ground or other premises in such bad and filthy condition to lie offensive and a nuisance to the neighborhood or to any person 'or family, such person shall bo subject to the penalties, provided for an infraction of this bylaw and to liko penalties for every day such nuisance shall continue. 63 It. shall constitute and is hereby declared a nuisance for any person to erect or maintain any privy as near as forty feet to any street, dwelling, shop, or well and the same niust be furnished with a pit at least six feet deep and constructed so as to be ca.siiy cleaned out. 54 All privies with vaults or plt8,any part of the contents of which are above the surface or within two feet of the surface of the earth, and all other privies that are foul, emitting smells, and odors prejudical to the public health, ai� hereby declared nuisances and the Health Officer or Inspector shall have power to abate the some. 55 Whenever, any nuisance,, shall bo found on any premises within the City contrary to thi� bylaw, the Health Oiticer is hereby authorized in hia discretion to cause the sante to be summarily abated in such manner as he may direct. 56 No pile or deposit of manure or garbage, nor nccuniulation of any offensive or nauseous substance shall be madu within the limits of the said city, nor shall any person or corporation unload, discharge or put upon or along the line ol any re.ilroad, street or highway or public place, within said city any manure, offal, garbage, or other offensive or nauseous substance, nor shall cars or flats, loaded wMi or having in and upon them any such substance or substances, be allowed to remain or stand on or along any railroad, street or highway, u'ithln the limits of tlio said c ty within throe hundred yards of ony inhabited dwelling. All manure from stables where not more than three horses, cows, or other animals are kept shall, between March 15th and Nuwinber 15th of each year be removed at least every fifteenth day. Where over three and not more than five such animals are kept inanure shall be removed every seventh day between the said dates. Where o%'er five and not more than eight such animals arc kept manure shall tw removed every fourth. day lie-tWQcn the said dates, and where more than'eight such animals are kept manure shall be removed every second day between said dates. 57 No person shall keep a greater number than two cows or other cattle in any stable or building within a distance of one hundred feo>t of any building occupied by any person other than the owner of such cattle for a longer period than fourteen hours of a day Iwtwpen April 15th and November 1st, unless the owner of such animals furnish to the Health and Relief OommUtco of the Council the consent in writing of ail persons so resident within one hundred feet of such stable or other building, 58 No person shalt keep a greater number than five cows or other . cattle in any stable or other building within a distance of two hundred feet of any dwelling occupied by any person other than the owner of such cattle for a longer period than fourteen ~ hours' a day between April 15th and November 1st, unless the owner of siich animals furnish to the Health and Relief Committee of thoX'ouncil the consent of all persons so resident within two hundred feet of such stable or other building. 59 The provisions of the two lost preceding sections shall not apply to cattle brought to the City for aale-or to teams of work cattle when the same are boarded atV stable.
