The Soviet plan calls for a cut of 40.000 men in first phase of a three-year reduc- tion which would encompass nuclear and air force units as well as ground forces. Qualified Warsaw pact sources said the Soviet proposal would be at the 19-country East-West Vienna conference on troop reductions which begins a fourth week of twice- weekly plenary sessions Tuesday. The three-phase program calls for a reduction of men each by NATO and the Warsaw pact in a five- percent cut by each side in 1976 and a 10-per-cent reduc- tion in 1977. The sources said the Soviet speaking for the main Warsaw pact wants the cuts to be proportional ac- cording to the size of national and stationed armed forces in Central Europe. This means the Soviet with men in the and the United with 190.000 would make the biggest cuts during each stage. r Canadian and British troops stationed in West Germany would be reduced proportion- ately.
