Announcement of proposals for the centre, possibly on the Mediterranean in Cyprus, was made in the Commons Wednesday by Defence Minister James Richardson. Mr. Richardson, was report- ing on his just-completed trip to visit the troops who number about The minister gave no in- dication of what plans the gov- ernment has to reduce the size of the Canadian contingent in Cyprus and he was strongly criticized by the opposition for the omission. Outside the Commons Mr. Richardson said the 950 mem- bers of the Canadian Airborne Regiment of Edmonton will be replaced by about 750 men of the Royal Canadian Regi- ment based in London, Ont. A person whose case is dismissed will be spared even this penalty. Saxbe instructed the 94 U.S. attorneys based throughout the country to review the cases immediately. Prosecutors with 250 or fewer cases were told to com- plete the evaluation by Dec. 11. while those with larger caseloads will have until Jan. 11. Until now. evaders' cases have been reviewed only on their request. Saxbe said the reversal was partly in recognition that many fugitive evaders are "highly suspicious of justice depart- ment motives" and unlikely to contact a U.S. attorney for fear of being arrested. If a prosecutor concludes a case should be dismissed, he is to take what the justice department announcement described as "ai! reasonable steps" to inform the man in question.
