During a discussion on the effects of a four-day week, Prof. Jonn Farina of the Uni- versity of Toronto quoted from an editorial in the Van- couver Province. The editorial referred to a French civil servant, Louis Bublens, who sued the French government for be- cause, he claimed, he suffered a nervous breakdown from in- activity while employed as a bureau chief in the ministry of labor. "He told a Paris court he spent nine hours a day 'twid- dling my thumbs.' Worse yet, he chimed he was even com- pelled tt continue his inactiv- ity into overtime." A marked decline in trading on Canadian stock markets, which analysts .said indicated a lack of investor interest forced prices on major Canadian stock markets lower in slow trading this week. A spokesman for Babson's re- search department said in the company's investment letter that the recent sharp decline ot the Canadian stock market "seems to reflect uncertainly over the impact of U.S. tax measures, concern over slowing business in maior European and Japanese markets and absence of leadership in New York due to confusion over the possible effects of Phase Twoppf Presi- dent Nixon's program." The letter also says that gov- ernment efforts to curb inflation and interest rate cuts have turned "yield-conscious inves- tors" to the bond market. During the week, the Toronto stock market's industrial index a major indicator of marke movement dropped 1.59 points to 161.12. At New York, prices suffered one of the worst price-battering: of the year as the market closet sharply lower in moderate trad ing On the Montreal and Cana dian stock markets, the compos ite index fell 2.78 points, closinf at 164.74. Combined volume on the tw x c h a n g e s was 3.77 millio; shares, compared with 4.88 rm lion last week. Trading was slow on the To ronto market throughout th week. Total volume was 6.3 million shares for an averag daily volume of 1.25 milho shares. TilADE LIGHTEST Thursday, trading was the lightest of the year with only 978 000 shares changing hands. At New York, the Dow Jones industrial average of 30 key blue-chip issues dropped 27.45 points, closing at 812.94, a low since Dec. 3, 1970. Volume at New York 61.93 million shares, down from 65.41 million last week. Gold issues ended two- month decline by posting strong advances early in the week. By Wednesday the Toronto market's gold index had climbed more than 17 points.
