Adams, a Negro, after a juvenile judge ordered that the Mexican-American fix- year-old remain with the foster parents. The Adams want to adopt the boy, but the Harris County Child Welfare Unit in Houston, Tex., rejected the adoption try. The court order is to be effective pending the filing of a motion of adoption by the Adams and hearings to show cause why the family can't adopt the child. (AP Wirephoto) Board considers shorter week bids EDMONTON (CP) Alber- ta's Industrial Relations Board has been authorized to consider and approve applications for a shorter work week based on longer working days, Labor Minister Bert Hohol said yes- terday. Dr. Hohol said in a prepared statement that the board has a number of applications on file and inquiries have been arriv- ing at the rate of about 10 a week. He also said the board will in- sist that employers and em- ployees take steps to ensure longer work days do not cause health or safety hazards. Ontario, Manitoba and Sas- katchewan have similar regula- tions, he said. Find evidence China warheads pointed at Moscow By WILLIAM BEECHER New York News Service WASHINGTON Administra- tion officials said here that there was now evidence that China had deployed a handful of strategic missiles capable of reaching Moscow. The missiles, the officials said, have a range of about miles, carry a three- megaton warhead and arc in- stalled in launching sites com- parable in their "hardness" against attack to America's nine-year-old Tilan-2 intercon- tinental ballistic missile silos. The officials reported that China achieves hardness in her launch sites in two ways: some missiles are installed in under- ground concrete-and-steel silos capable of withstanding even a near miss, and others arc built into mountain sides. The officials declined to re- veal the nature of their evi- dence, but presumably it came from reconnaissance satellites. In addition to Ilicse liquid-fuel missiles, the officials said, '.us deployed a total of about 20 other missiles of two types: one with a range miles, the other with a range, up to miles. Further, new launching faci- lities are under construction for all three types of medium-range and intermediate range mis- siles, they said. Most analysts regard those developments as being of major importance in shaping the rela- tions between the Soviet Union and China. They note that China now can target the capi- tal of the Soviet Union with a few missiles, but they disagree over whether this constitutes enough of a retaliatory threat to deter the Russians from a possible first strike. Those who tend to doubt it they appear to be in the minority point out that he Soviet Union has recently com- pleted construction of five new storage depots for tactical nu- clear weapons along its border with China. That brings to 19 the number of such hardened depots for tactical bombs and warheads for tactical missiles that the Soviet Union has built along the long, contested border with China over the last five years.
