Lethbridge Herald, The (Newspaper) - November 7, 1974, Lethbridge, Alberta 7, 1974 THE LETHBRIDOE HERALD 9 buying up rights D Alberta natural gas fields DMONTON (CP) The katchewan government's 1 oil corporation, formed to develop Saskatchewan's iral resources, is buying its to Alberta gas fields has even opened an office Calgary. askoil was formed last r but only got established year, at a time when drill- activity in Saskatchewan declining sharply. Oil and gas companies said tough new provincial govern- ment legislation that increas- ed royalties, combined with the federal export tax and in- adequate exploration incen- tives were making further ac- tivity in Saskatchewan un- profitable. The new oil corporation was given money raised by the Saskatchewan royalty sur- charge on oil and by the federal export tax and began competing against the lagging oil industry. It took out per- mits for about half a dozen wells in Saskatchewan and ap- parently struck gas in one of them. But, at the same time, it be- gan buying rights to Alberta acreage in natural gas areas. Mineral Resources Minister Elwood Cowley confirmed the move although he didn't know Organ Recital Dirk Jansz Zwart of Rotterdam Holland Sponsored By: Lethbridge Organ Centre Recital will be held November Starting at in the SOUTHMINSTER UNITED CHURCH 1011 4th Ave. South Tickets Available at LETHBRIDGE ORGAN CENTRE 306 9th St. S. or at the door Tickets each how many acres of Alberta land the corporation had bought rights to. Most of the acreage involved is close to the Saskatchewan border, he said. The minister said Saskatchewan imports two- thirds of its natural gas and wants to safeguard future supplies at reasonable prices. He noted that the Saskatchewan Power Corp. has owned Alberta natural gas for years. The Saskatchewan purchase did not show up in the Alberta government's public sales of its mineral reserve leases, the normal way of making such acquisitions. Reports of the purchases were disclosed by opposition MLA Ted Malone, the Liberal member for Regina Lakeview. An Alberta official said Sas- koil must have bought its rights through private com- panies or through a brokerage if its name did not appear on Alberta government records. Alberta government of- ficials had no further com- ment on the Saskatchewan move. Saskatchewan Liberals, on the other hand, thought it was deplorable. Mr. Malone said the New Democratic Party govern- ment has driven the private oil industry out of Saskatchewan. Instead of developing Saskatchewan, Saskoil was moving into Alberta projects that would create employment in Alber- ta, instead of in Saskatchewan, he said. But the move into Alberta appeared in line with the way Cliff Berg, Saskoil's general manager, described his com- pany's functions. "The corporation as I see it has been charged with oper- ating in the oil industry on a competitive he said in an interview. "We use the same para- meters. John Barr, Syncrude's public affairs manager, said Mr. Notley would be guilty of "complete irresponsibility" if he was unable to supply further details- of the allegation. Mr. Notley said in a telephone interview he was surprised the company reacted "so explosively and defensively" to the accusation made in the provincial legislature Monday. He also said he has no reason not to believe that thousands of birds died on the Syncrude lease. He said he was told by a Canadian Wildlife Service employee, Al Smith, that more than birds were found dead on Syncrude leases in July Mr. Smith said the informa- tion was brought to him by a man employed by a Syncrude consulting firm, who also in- formed the Canadian Wildlife Service of the problem.
